Property and Acquisition Specialist 5
(Permanent)

The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Property and Acquisition Specialist 5 position located in the Wildlife Program in Olympia. The duty station for this position will be at Real Estate Services Office, 600 Capitol Way, Olympia, Washington.

This position under administrative direction from the Real Estate Services Section Manager is responsible for the management, technical expertise and oversight of land acquisition grants as well as combination land acquisition grants with development and/or restoration or recreation grants for the Department of Fish and Wildlife. In coordination with regional staff from various programs, they assist with grant applications including match identification where necessary; monitor budgets and projects for reporting timelines, project completion and reporting for grant compliance.

This position serves as the Grants Manager within the Real Estate Services Section; representing the Agency to the public, private parties and external parties such as county commissioners and other elected official; local governments, tribes, and other state and federal agencies.

Duties
  • Represent the Department of Fish and Wildlife, Wildlife Program as a member of the Real Estate Services team as the grants manager for acquisition grants and contracts.
  • Manage and report on approximately 50-70 active land acquisition grant contracts averaging $35,000,000 – $55,000,000 each biennium;
  • Prepare grant amendment requests, meet required timelines for preparation and submission of interim grant progress reports and final grant closeout reports.
  • Serve as technical expert to agency staff and external partners regarding grant requirements and related agency land acquisition policies and procedures for new proposals and/or scope changes to existing funded projects.
  • Work with regional wildlife area managers, survey and GIS staff on post-acquisition projects to ensure grant funding is utilized within budget/timeline. Responsible to ensure completion of closed grant files in compliance with grant funding.
  • Coordinate with the WDFW archeologist(s), state contract staff and regional wildlife area managers to complete the cultural resource compliance process within open grant periods for land acquisition and property management activities such as land exchanges and surplusing of property.
Qualifications

Bachelor’s degree in business or public administration, land use planning, forestry, natural resource management, environmental studies or related field AND three years of professional experience in the acquisition, development or management of recreation habitat or conservation lands and resources;
OR one year of experience as a Property and Acquisition Specialist 4;
 
A Master’s degree in one of the above fields will substitute for one year of experience.
Additional qualifying experience will substitute year for year for education.
 
Strong computer skills, proficient with Microsoft Excel, Microsoft Word and a working knowledge of other current software programs.
 
Valid Washington State Driver’s License
Preferred/Desired Qualifications:

  • Demonstrated experience with state and/or federal grant admiinstration.
  • Ability to communicate effectively orally and in written documents.
  • Project, contract and budget management.
  • Experienced with Microsoft Office Software – Excel, Word, Access, PowerPoint, Publisher.
  • Technical reporting skills. Data gathering, analysis interpretation, fact-finding, reporting and evaluation.
  • Knowledge of financial and accounting processes and procedures.
  • Excellent organizational skills, ability to prioritize work load and work independently.
  • Ability to establish and maintain effective working relationships.

Experience in real estate practices including state and federal real estate laws, real estate contracts, title research easements, encumbrances, legal descriptions, maps, closing documents and various other legal documents.
