Two of our largest and most important state-wide resource protection responsibilities are fire prevention and suppression, and overseeing forest practices.

Hood Canal District Manager: Shelton or Belfair, Washington

POSITION PROFILE:
These positions are responsible for all upland management activities on state trust lands (approximately 108,000 acres in the Black Hills District and 74,000 acres in the Hood Canal District), which includes the following: representing the Department’s interests to private operators, business, government officials and the public where there is involvement in complex, sensitive issues; providing input and recommending action on project proposals influencing state trust lands; and supervising either 18 staff in the Black Hills District or 12 staff in the Hood Canal District. Responsible for all field operations in the District including recreation, timber harvest and silviculture: manage the District’s recreation staff in the construction and maintenance of public use sites including campgrounds, day-use facilities and trails; manage District timber sales staff to achieve assigned harvest levels (55 million board feet per year in the Black Hills District and 20 million board feet per year in the Hood Canal District) and contract administration of sold timber sales; local government coordination, public outreach and communications; and managing the District engineering staff to ensure all existing and newly constructed roads are built and maintained to Forest Practice standards. In addition, these positions are accountable to achieve all land management, asset management, silviculture and other program deliverables and standards in the District, planning and coordinating as needed with appropriate Region program leads. - Qualifications

REQUIRED QUALIFICATIONS:
Education:- Bachelor of Science in forestry, or a natural resource or science field – including 4 years of natural resource work experience;
- OR
- Two-year Associate degree in an environmental or natural resource field – including 8 years of natural resource work experience.
Experience:- Fundamental forest management and engineering principles and methods
- Fundamental logging principles and methods
- Supervising full-time, permanent staff
- Knowledge of decision makers, stakeholders, special interest groups, agencies, and other organizations which are critical to the success of recreation and trust land management
- Facilitation, collaboration, negotiation and conflict resolution
- Landscape planning and ecosystem management
- Working knowledge of current Washington State forest practice rules
DESIRABLE QUALIFICATIONS:- Competent with computer software, including word processing and spreadsheets
- Skill in project planning and oversight
- Experience working as a Unit Forester
- Familiarity with multiple forestry tools and systems, including equipment and applications that enhance field productivity (GPS, GIS, and modeling systems)
- Knowledge of principles and practices of recreation and natural areas
- Experience in tactical planning and management
- Experience with budgets, grants and funding decision-making
- Experience solving issues associated with natural resource management for the trust beneficiaries, protecting resources and protecting the safety of our employees using knowledge of current laws
- Experience with Washington State government legislative processes
- Working knowledge of current Department of Natural Resources forest management plans (HCP, PSF) and associated agency policies, procedures and rules.
SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS- Ability to work on uneven terrain in all weather conditions
- The incumbent in this position is required to travel
- Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Employees who drive for state business, whether in a state or privately owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.
