Note: This is a non-permanent position expected to last 4 months, with the possibility of being extended.  

The Opportunity:  The Washington State Department of Transportation (WSDOT) Environmental Services Office is seeking to fill the position of Stormwater Program Assistant in Tumwater, WA. The incumbent will support the implementation and compliance of WSDOT’s National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Permit.

This position will perform the following work:

  • Identify and compile existing maintenance agreements for park and ride facilities which WSDOT owns but doesn’t maintain.
  • Create a GIS layer of park and ride lots.
  • Determine which park and ride lots lack agreements.
  • Coordinate with region Real Estate office’s to obtain agreements.
  • Develop a standard operating procedure to describe the process to annually update this information.
  • Develop a standard operating procedure (SOP) template for stormwater program work processes and sub-programs.


An ideal candidate for this position will have:

  • Minimum one year of professional experience with GIS location and attribute data manipulation
  • Minimum one year of professional experience in an environmental field.
  • Experience using ESRI ArcGIS 10 Suite.
  • Experience with ESRI Workflow Manager.
  • Ability to use and manage spreadsheets to collect, analyze, and report data.
  • Technical report preparation and editing skills.
  • Strong communication, organization, and coordination skills.
  • Knowledge and understanding of WSDOT’s NPDES Municipal Stormwater Permit.
  • Valid driver’s license.


Note: This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee’s initial 30 days in this classification.
