The Toxics Cleanup Program (TCP) is looking to fill a TSP Project Planner (Environmental Planner 4) position. The position will be located in our Headquarters Building in Lacey, WA.

The TSP Project Planner position serves as a senior level environmental planner who independently leads and manages the Tacoma Smelter Plume (TSP) education and outreach program, and the development of new policy direction for integrating soil safety into various local and state government agencies and local interest groups (e.g., Real Estate). The TSP Project is a high priority project for the Toxics Cleanup Program covering two regions – NWRO and SWRO.  Funding for this project comes from the Asarco bankruptcy settlement. The majority of the work involves dealing with individuals and groups outside of Ecology regarding major new initiatives proposed in the TSP Interim Action Plan (IAP).

The mission of the Toxics Cleanup Program is to “Protect Washington’s human health and environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of current and future generations.” 

Some of the Key work activities of the TSP Project Planner position include:

Project Planning and Communication – as senior level environmental planner, plan and track overall TSP project work and progress. 
Tasks include:

  • Collect data on various TSP programs to tell our story.
  • Compile and send quarterly reports for Results Washington and TCP’s quarterly report.
  • Tell our story in the TSP Annual Report. Write, edit, illustrate, and publish the report.
  • Develop other performance reports.
  • Coordinate and participate in legislative briefings and communications.
  • Manage the budget development, tracking, analysis, and reporting.  Track expenditures, allotments, and encumbrances. Track numerous contracts and agreement encumbrances and expenditures. Report back to staff.
  • Maintain project schedule, in particular for the Yard Program.
  • Keep team organized with SharePoint resources.
  • Maintain overall TSP website. (Yard Program website is maintained by Field Outreach Coordinator).
  • Draft news releases, take media calls, and coordinate interviews and other media events.


Interim Action Plan Phase Two – develop and manage the education and outreach components associated with Phase Two of the IAP, including working with the Real Estate community.  Working with some of the stakeholder groups, including the Real Estate community, will require development of a significant new direction in existing policy and coordination with other state and local agencies. 
Tasks include:

  • Develop and implement a strategy for integrating soil safety into various interest groups day-to-day business. For example, develop and implement a strategy for real estate transactions, including: stakeholder meetings, communication pieces (e.g., brochures) web information, and revising maps as appropriate. Develop and implement a pilot project for Disclosure Form addendum and any associated policies.
  • Working with the technical assistance coordinator and project manager, develop long-term strategies for integrating soil safety into land use permitting, including developing and approach to promoting the Model Remedies Guidance.
  • Develop and implement a strategy for integrating soil safety into various state and local agencies. For example, coordinate with Department of Labor and Industries on worker safety messages, communication pieces, and outreach strategies.
  • Draft a Phase Two Interim Action Plan. Conduct early stakeholder involvement and public comment on the Phase Two Plan.


Outreach Planning. 
Tasks include:

  • Coordinate TSP outreach by planning overall outreach work, and working with the TSP outreach coordinators.
  • Maintain a calendar of communications such as blogs, LISTSERV posts, and mailings.
  • Review outreach materials produced by the outreach coordinators.
  • Provide back up as needed.
  • Project Manager’s alternate on the Ruston North Tacoma Advisory Group.

Qualifications

Required Qualifications:

A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
 
AND
 
Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, or program development. 

OR 

One (1) year of experience as an Environmental Planner 3. 
 
Working knowledge of the Model Toxics Control Act, Chapter 173-340 WAC.
 
Experience managing budgets.
 
Excellent negotiation and facilitation skills.  

Desired Qualifications:
  • Experience making policy recommendations and program implementation changes based on program evaluation and data analysis.
  • Knowledge and experience in strategic planning and managing change.
  • Knowledge and experience with contaminated site investigations, remediation, and redevelopment.
  • Experience working with and building relationships with local governments.
  • Knowledge and experience with statutes, regulations, ordinances, and codes.

Must be able to obtain and maintain a valid driver’s license.
