SENIOR GIS ANALYST

Hiring Salary: $49,247

FLSA: Exempt

General Description Summary:

  • Under general supervision, is responsible for the development, implementation, monitoring, and evaluation of GIS projects. Provides a high level of support for the GIS functions related to the modeling, research, analysis, and presentation requirements of agency projects and transportation activities. Work requires considerable technical knowledge of computer hardware and software systems, network operating systems, and the Internet.

Essential Duties and Responsibilities:

  • Assists in the development of project work program elements related to Regional Orthophoto acquisition, including definition of goals and objectives, preparation of project budget, schedule and funding proposal and reviewing and acceptance of project deliverables.
  • Project management experience with an application development team taking the lead on extracting end user business requirements and ensuring delivered functionality aligns with users’ needs.
  • Maintains records and prepares required project reports relative to implementation of GIS activities.
  • Collects and converts data for use in GIS applications, analyzes data, and prepares and presents technical and progress reports, both written and oral.
  • Assists staff in applying new GIS technologies to facilitate the transfer of geographic-based information within PAG and to other agencies and the public, including assisting staff with GIS training needs.
  • Develops effective GIS tools to describe, analyze, and present conditions associated with regional planning.
  • Work requires superior attention to details, accuracy, personal initiative and considerable use of independent judgment.
  • Must possess outstanding organization and communication skills and maintain effective working relationships.
  • Perform related work as required.

Supervisory Responsibilities:

  • Supervise staff as assigned.

Minimum Education and/or Experience Requirements:

  • At a minimum, requires combination of knowledge, skills and abilities to perform duties AND EITHER a graduate degree with three years of related experience OR an undergraduate degree with five years of related experience OR equivalent.

Skills and Abilities:

  • Expert working knowledge of principles, techniques and applications of GIS programming and analysis, geographic database maintenance and quality control for information management.
  • Expert working knowledge of ArcGIS 10x platform software, ArcGIS Server platform, Enterprise Geodatabase analysis and design, spreadsheets, databases, and the development of web pages.
  • Skill in collecting, analyzing, and interpreting technical data.
  • Skill in performing technical planning studies and analyses.
  • Knowledge of principles and practices of regional air quality, water quality, transportation, land use planning, including geographic referencing systems.
  • Knowledge of computer hardware and software, including networks and operating systems.
  • Ability to troubleshoot computer hardware and software problems related to GIS applications.
  • Ability to present ideas clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with people of various social, cultural, educational, and occupational backgrounds.

Computer Skills:

  • Advanced computer skills in word processing, spreadsheet and database applications.  Superior knowledge of ArcGIS 10x Platform applications and ArcGIS Server.
