Facilities Senior Planner
Full-Time/Permanent
We are recruiting to fill one (1) full-time permanent Facilities Senior Planner position within the Capital and Asset Management Program located at 600 Capitol Way N, Olympia, Thurston County, Washington.
This position serves the Department by managing department administrative space on a statewide basis, both leased and owned space, encompassing over 94 facilities with 540,000 square feet, including the WDFW Natural Resource Building/East Capitol Campus space. - Duties

Agency Facility Manager
Functions as the lead for all facility related activities; space evaluations, space planning, project management, estimating, research, space use analysis, reporting on Department office space for variety of forums for leased and owned space throughout the state. Implements projects using Department staff and contracted consultants/vendors.
The activities associated with this responsibility include: establishing and managing the Department’s statewide space utilization standards; six-year master facilities planning document for Office of Financial Management’s (OFM) biennial submittal; annual Facilities Inventory Survey for OFM utilizing the Facilities Portfolio Management Tool (FPMT); and entire lease process from negotiations to move-in as well as the justification, estimating and prioritization process for administrative facilities in the Capital Budget.
Plans for statewide office space consolidation and co-locations. Coordinates department-wide space assignments and layouts. Serves in a lead capacity for all the department’s facilities planning activities in the formulation, development and implementation of the department’s statewide facilities master plan, site planning, space planning and facilities management. These activities include the management of contracted consulting services, managing in-house staff for facility projects, collocation and consolidation for inter/intra agency office projects, along with both short & long term space planning.
Also serves in a lead capacity managing the WDFW sign program that oversees the development and implementation of any sign medium that contains the WDFW logo and is posted on WDFW properties.
Serves as the WDFW facilities liaison to other state agencies, government entities (federal, local counties & municipalities, ports, etc.) and stakeholders. This activity includes active membership in the OFM Facilities Oversight Committee, DES Facilities Advisory Board, Chair of the Natural Resource Building Tenant Committee, Thurston County Space Planning Committee, and Chair of the WDFW Facilities Coordination Committee.
Manage Facility Leases
Negotiates, prepares and tracks all Department space leases using delegated authority from DES for facility space 5,000 SF and under. Lead capacity to acquire Department spaces over 5,000 SF through DES & OFM processes.
Maintains and improves day-to-day liaison between WDFW programs and regions regarding the administration of lease contracts, lease renewals, space remodels and alterations.
Advises staff on appropriate actions and responsibilities regarding leased facility maintenance and landlord/tenant issues. Performs research to determine the most appropriate use of facilities and forecasts future needs and requirements. Prepares technical reports for executive management/others and informational materials for presentation at various meetings, both within and outside the agency.
Projects lease costs and estimates tenant improvement costs for biennial budget. Provides space design services, and administers new construction, alterations and repair projects at leased facilities.
Participates in advanced planning for leased facility projects that include assessment of program needs, definition of project scope, budget development, and identification of potential sites in support of the agency’s long-term plans. Develops space requests for leased office space based on proposed programming and OFM space utilization standards.
Assists in evaluating and rating potential properties and ensures sites are consistent with requirements of approved space request. Provide consultation to regional directors and assistant directors as to availability of existing space, construction and timeframes for occupancy, leasehold values and liabilities, lease terms and conditions, potential consolidation and various aspects of lease administration.
Maintain database and master files
Maintains and improves the facilities database and master files, inputs and maintains the facilities database utilizing the Facilities Portfolio Management Tool (FPMT).
Capital and Operation Budget Submittals Items
Develops plans, reports, studies and resolution of the Department facility needs; arranges and coordinates implementation of approved space plans of facility planning projects.
Manages contracted services with Department of Enterprise Services (DES).
Other
Completes special assignments and planning projects as requested by management. - Qualifications

Required Qualifications:
Knowledge of: theory, principles and practices of facility planning project supervision and control, including physical space needs programming, economic analysis, scheduling and space use techniques and procedures; state public works laws and other regulations concerning building construction, leasing and use of facilities; State and local building and zoning codes and regulations; and operating and capital budgets.
Ability to:- Maintain and improve working relationships with department, State and local governmental officials, public, engineering consulting firms.
- Analyze facility space problems, identify physical needs, and develop alternative solutions.
- Manage multiple concurrent projects.
- Direct the activities of consultants and contractors.
- Proficiently use spreadsheets, schedules, e-mail and word processing software.
- Work collaboratively with internal; and external customers and teams; possess a strong work ethic, professional skills, flexibility, creativity, honesty and take ownership of responsibilities.
- Adapt easily to changing business needs, conditions, and work conditions.
- Clearly and effectively communicate with individuals and groups both internal and external to the organization.
- Have the willingness and initiative to partner with customers and vendors in order to achieve desired outcomes. Build upon working relationships, acquiring a keen perspective on the customer’s business and operational needs, using that broadening perspective to help resolve more complex and difficult issues.
Preferred/Desired Qualifications:
A Bachelor’s degree involving major study in architecture, engineering, business or public administration, planning, property or land management, or closely allied field from and accredited institution whose accreditation is recognized by the U.S. Department of Education and Council for Higher Education Accreditation (CHEA), or a foreign equivalent; AND four years’ experience in governmental facilities planning work or related fields in private industry. Additional qualifying experience may be substituted, year for year, for education.- Familiar with LEED objectives and practices.
- Familiar with Facilities Management Portfolio Tool (FPMT), the state’s facilities inventory management application.
- Experience in quality assurance efforts, constructability checks, and life cycle cost analysis.
- Proficient use of Microsoft Office, database and drafting software.

Special Requirements/Conditions of Employment:
- Must possess and maintain a valid driver’s license.
- Must pass driving records check.
- Maintain regular and reliable attendance.
- Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service and other required training.

- Become familiar and comply with all WDFW policies and procedures and collective bargaining agreements (CBA) as applicable.
- Submit to drug testing in accordance with CBA and agency policy.
Working Conditions:- Office (70%): Duties are performed in an office setting. The position requires extensive computer use and sitting.
- Travel/Field (30%): Travel is required. Work is performed in all weather conditions, including extreme heat, rain, or snow. Work in rough terrain, riverbanks, slipper slopes, and other surfaces in all types of weather conditions.
- Duties are typically performed from 8 a..m to 5 p.m., Monday through Friday. Incumbent is required to work the hours necessary to best serve their assigned work. Usually the work performed during normal regular business hours with occasional long days and weekend work.
Union:
This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish and Wildlife, and the Washington Federation of State Employees (WFSE), which contains a “union security” provision. This means that, as a condition of employment, you must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
