The Water Quality Program at the Department of Ecology is currently looking for two Stormwater Engineers in our Headquarters buidling in Lacey, WA.

The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying waterbodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington’s waters.

These positions support this work by providing engineering support and guidance related to stormwater grant projects.

Duties

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Some of the key work areas for these positions include:

Engineering support for stormwater grants:
Under the supervision of a registered Professional Engineer, performs the full range of professional environmental engineering duties associated with stormwater grant projects and proposals for water quality improvement and protection.

  • Reviewing project scoping documents, project schedules, design reports, project costs, bid packages, engineering designs, hydrologic modeling, engineering plans, specifications, change orders, operations and maintenance documents, and project completion reports.
  • Applying stormwater engineering techniques and principals to complex stormwater treatment proposals and proposing solutions to conflicting design requirements, unsuitability conditions, and coordination problems.
  • Interpreting and applying federal and state laws, rules, policies, and guidance regarding stormwater management to ensure that infrastructure built with grant funds will be effective and will function as intended.
  • Conducting site visits to ensure that facilities are built per the approved plans and specifications and will function as intended.
  • Working with financial management and project management staff to provide timely reviews of all documents and timely assistance to the regulated community, their consultants, and Ecology staff to advance stormwater construction projects throughout the state.
  • Using a Microsoft Access database and other databases to enter data, track deliverables, and finalize project completion.

Broader support for stormwater management manuals and related programs:
Under the supervision of a registered Professional Engineer investigates approaches and provides recommendations on conventional and innovative engineering techniques and principles related to stormwater grant projects, stormwater management and stormwater hydrologic modeling.

  • Participating in efforts to develop guidance and manuals on effective stormwater management principles and best management practices for both western and eastern Washington.
  • Assisting in providing support, training, and workshops for Ecology staff, local governments, their consultants, environmental groups, businesses, and the public.
  • Providing technology-based treatment assessments performance document review and approval recommendations for the Technology Assessment Protocol – Ecology (TAPE) and the Chemical Technology Assessment Protocol (CTAPE) programs.
These are Project positions, with an expected end date of June 30, 2021.

Qualifications
 

Required Qualifications:

A Master’s degree with major study in one of the following engineering fields: hydrogeology, sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND one year of experience in environmental engineering.

OR

An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields: hydrogeology, sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND two years of experience in environmental engineering.

Desired Qualifications:

  • Excellent customer services skills, specifically:
    • Responding to requests in a timely manner.
    • Reviewing large quantities of engineering documents quickly, accurately, and thoroughly.
    • Providing clear explanations of recommendations.
    • Defending controversial decisions in a respectful manner.
    • Ability to work collaboratively, cooperatively, and communicate frequently within small and medium sized teams.
  • Contract management, inter-local agreements, and grant management experience.
  • Environmental engineering experience in stormwater, wastewater, or reclaimed water treatment, collection, and distribution technologies and laws, specifically:
    • Professional work experience providing environmental engineering analysis and completing engineering reviews.
    • Stormwater training or experience in low impact development principles, technologies, and treatment.
    • Experience using hydrologic modeling tools such as the Western Washington Hydrology Model (WWHM), MGSFlood, HEC-HMS, and SBUH.
    • Professional work experience in stormwater or wastewater treatment engineering and regulation.
  • Excellent oral and written communication skills (especially technical writing skills and public presentation skills). Professional work experience preparing administrative and reports, papers, manuals, presentations, and handouts for official, professional and public use.
  • Demonstrated ability to read and understand scientific/technical literature, interpret data, and interact with scientists.
  • Skilled or trained in the use of Microsoft Access Databases, Microsoft Project, Microsoft Excel, and MadCap Flare.

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
