WORK ENVIRONMENT: Work is performed in both an office environment and in the field at wastewater treatment facilities of various types throughout King County. These sites are not served by public transit. Work pressure and frequent disturbances to work flow are to be expected. Exposure to raw sewage, blood borne pathogens, potentially hazardous chemicals, street traffic, and electrical installations is part of the normal working conditions.
WORK SCHEDULE: This career service position is Fair Labor Standard Act (FLSA) non-exempt and is overtime eligible. The regular work week is 40 hours Monday through Friday. Flexible hours are acceptable; however, flexible days are not.
JOB SUMMARY: This position will manage several conveyance system inspection, testing, and monitoring programs including CCTV, H2S and Cathodic Protection, One Call/Locating, and sewer cleaning and repair. This lead level position will direct the work of assigned staff, administer contracts, execute a robust condition assessment program for conveyance lines and other structures, and provide inspection data and information to capital projects and Operations and Maintenance. This position will also assist in developing criteria for capital repairs and replacement projects, and implementing asset management and maintenance best practices in accordance with the Strategic Asset Management Program (SAMP).
The Conveyance Inspection and Flow Monitoring (CIFM) Work Group staff perform comprehensive inspection, testing and monitoring of WTD conveyance system to:
- Identify defects in the wastewater conveyance system
- Assess system capacity and I/I issues, and determine system needs for long-term planning for the management and upgrade (including replacement and rehabilitation programs) of WTD conveyance system
- Monitor areas in the collection system for the adverse effects of H2S, and protect the Wastewater Treatment Division’s (WTD) sewer pipelines and other related assets from external and internal corrosion
- Provide reliable data/information to contractors working near WTD conveyance lines in order to prevent loss of service, costly damage to property, and injury to people
The inspection, testing, and monitoring results are used in recommendations for further monitoring, for preventive measures such as lining and coating pipes, removing sediment and debris that collects in rock boxes and sand catchers, and for capital projects to replace or repair pipelines or install odor and corrosion control facilities.

The successful candidate will:
- Direct the work of assigned staff in the planning and coordination of required inspections or other asset management activities for King County’s wastewater facilities. Provide appropriate training.
- Plan, organize and oversee the development and implementation of facilities inspection programs based on established expertise to ensure the timely and non-routine maintenance, repair, rehabilitation, and replacement of selected facility components, building systems and equipment, process systems, mechanical equipment and individual assets to maintain their reliability, efficiency and operational safety.
- Develop, organize and implement annual facilities inspection work plan; report findings; initiate follow-on projects as needed. Assist work group supervisor in reviewing and/or improving Conveyance Inspection and Flow Monitoring (CIFM) inspection, monitoring, testing, and maintenance program goals and objectives
- Administer consultant contracts. Initiate work orders, develop scope and monitor performance; ensure compliance with financial limits and procedures.
- Review and interpret conveyance system inspection data and related information, make sure data is appropriately managed, and proper and correct QA/QC protocols and Standard Operating Procedures (SOP) are developed and adhered to in collecting, analyzing, and maintaining inspection data. Review and coordinate the timely submission of accurate and reliable field inspection data and reports, and ensure compliance with King County’s work programs and mission statement requirements.
- Assist engineers, planners, and operating and maintenance staff during the planning and design of facility improvements.
- Provide subject matter expertise on a variety of technical issues related to conveyance system inspection, and operations and maintenance, including identifying and recommending changes to specifications and/or procedures and standards as needed to improve effectiveness and data quality in meeting program goals and project needs.
- Participate on special projects and panels, and perform other duties as assigned by the group supervisor.

The ideal candidate should have:
A bachelor’s degree in engineering or related field or the equivalent combination of education and experience and six (6) years of engineering/construction experience which includes three years of field inspection;
OR
A bachelor’s degree in engineering or related field or the equivalent combination of education and experience and six (6) years of facilities inspection experience which includes established expertise in specific inspection areas such as conveyance lines , roofing systems, pavement, construction coatings and caulking inspection programs, corrosion repair techniques, construction inspection or a combination.
OR
Six years of progressively responsible construction inspection or responsible engineering experience as a Wastewater Construction Management professional working in a wastewater collection system preferably in the fields of wastewater conveyance system inspection, testing, and monitoring as well as construction survey
Necessary Special Requirements:
- Knowledge of King County’s wastewater collection system, and operations and maintenance of a wastewater collection system
- Experience managing field contractors or consultants including developing and managing scope, schedule, and budget
- Ability to read, understand and interpret a variety of drawings, specifications, and data reports
- Working experience and knowledge of a Computerized Maintenance Management System (CMMS) such as MainSaver
- Working experience in the areas of sewer inspection, testing, monitoring, and operations and maintenance of a wastewater collection system
- Knowledge of planning and scheduling, and cost estimating techniques and principles
- Demonstrated ability to manage records with attention to detail and quality
- Demonstrated ability to manage time between field and office and prioritize tasks
- Problem-solving and analytical skills
- Demonstrated ability to work effectively with a diverse group of individuals and group stakeholders, both internal and external to WTD.
- Excellent oral and written communication skills essential to exchange information and preparing routine reports
- Proficiency using computers and applications including word processing, spreadsheets, databases, and presentation software
- Training and certification in Industrial First Aid, Confined Space Entry, and Flagging/Work Zone Traffic Control
- Ability to walk bent over in conveyance pipes for long distances and in raw sewage; Ability to remember and comply with safety requirements
Highly Desirable Knowledge and Skills:
- Knowledge of Geographic Information Systems such as ArcGIS
- Working knowledge of applied and construction fundamentals and techniques, and technical competence to make technical recommendations decisions on a variety of facility engineering-related problems relating to wastewater conveyance and treatment facilities.
- Working experience in inspections of wastewater conveyance facilities and related appurtenances and equipment, to ensure compliance with wastewater operations, plans and specifications, and preparing written reports.
- Washington Wastewater Collection Personnel Association (WWCPA) Wastewater Collection Specialist certification – Level II or above
The most competitive candidates will possess:
- Construction experience in heavy civil construction or in operational wastewater treatment facilities.
