The Shorelands and Environmental Assistance (SEA) program is looking to hire an Ecology Wetlands Policy Lead (Environmental Planner 5). The position will be located in our Headquarters Building in Lacey, WA.

The Ecology Wetlands Policy Lead position works statewide with all management levels in Ecology and with diverse agencies, stakeholders and elected officials to develop state wetland policies that reflect the state’s commitment to protect and restore wetlands. The successful candidate will have the opportunity to work on state and national legislative issues and represent the state on national forums and workgroups regarding wetland management. This position leads the agency’s dedicated and professional staff of wetland scientists to ensure statewide consistency in the implementation of laws and policies.

The SEA Program is looking for a dynamic and creative individual with strong interpersonal skills and a desire to lead and provide strategic direction to one of the nation’s leading state wetland programs. The successful applicant will have strong written and verbal skills, expert knowledge of wetland science and regulation, an understanding of political and legal aspects of wetland management, and supportive leadership.

Program Mission:  The mission of the Shorelands and Environmental Assistance (SEA) Program is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests.

Olympia has a wonderful diversity of businesses and a beautiful natural environment located at the south end of Puget Sound. The Ecology campus is located adjacent to the Saint Martin’s University in Lacey with its forested trails inviting walks at lunch. The SEA program believes in a healthy work/life balance and is family-friendly. The SEA program works with local governments to protect and manage their shorelines and wetlands. Some of the key aspects of this position are:

  • Oversee implementation of the Wetland Program Plan and secure funding to implement core element tasks and priorities.
  • Ensure consistency in the application of laws, policies and guidance.
  • Identify priorities in applying science to policy and regulation.
  • Provide leadership and support to the SEA program wetland staff statewide.

Opportunities to solve problems:

  • This position will work on statewide issues regarding wetland management. The incumbent will mediate sensitive, complex and high stakes issues that arise from wetland and Section 401 activities. The position will provide expert testimony in legal proceedings and legislative forums. The incumbent will help shape national policy representing the state in national forums and providing state comments on national and congressional issues.

You can affect real protections on the ground through effective support of regional staff as they implement wetland regulations and give technical assistance and policy guidance to local governments.

Challenging aspects…..Are you up for the challenge?

  • Due to the expectation for providing expert testimony in legal proceedings, it is expected that the Policy Lead will have certification as a professional wetland scientist.  The successful candidate will be required to obtain certification as a Professional Wetland Scientist (PWS) within 24 months of hire.
  • This position will be expected to be available outside of business hours for legislative issues during legislative session when needed. The position will require occasional overnight travel and travel throughout the state.

The headquarters section includes our agency’s expert wetland ecologist, the wetland banking and mitigation compliance teams, wetland stewardship and Puget Sound watershed characterization team.

Qualifications
 

Required Qualifications:

A Master’s degree or above with a major emphasis in land use, urban, regional, environmental or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND

Five (5) years of professional experience in land use, urban, regional, environmental or natural resource planning and/or program development.

OR

A Bachelor’s degree with a major emphasis in land use, urban, regional, environmental or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND

Seven (7) years of professional experience in land use, urban, regional, environmental or natural resource planning and/or program development.

NOTE: In both options above, three (3) years of the required years of experience must include technical application of wetland science in regulatory and/or policy related work.

NOTE:  Must attain Professional Wetland Scientist certification within 24 months of hire.

Desired Qualifications:

Professional Wetland Scientist certification.

Special Requirements/Conditions of Employment:

Must possess a valid driver’s license in order to operate state vehicles.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
