The Water Resources program (WR) within the Department of Ecology is looking to fill a Streamflow Restoration Implementation Lead (Environmental Planner 4) position located in our Eastern Regional Office (ERO) in Spokane, WA.

The Streamflow Restoration Implementation Lead position serves as senior environmental planner and Ecology streamflow restoration implementation lead for 2 watersheds in the Eastern Region. The position will be the primary Ecology point people overseeing development of a watershed restoration and enhancement plan for the designated watersheds and will manage the process in collaboration with members of local watershed planning units. The position will coordinate and serve as a liaison with other state and local agencies, Tribal governments, and external stakeholders within the watershed(s) and will also coordinate internally with technical experts. The objective of the planning process is to develop recommendations for projects and actions that will measure, protect, and enhance instream resources and improve watershed functions that support the recovery of threatened and endangered salmonids.

Agency Mission:  Ecology’s mission is to protect, preserve and enhance Washington’s environment and to promote the wise management of our air, land and water for the benefit of current and future generations.

Program Mission: The mission of the Water Resources program (WR) is to manage water resources to meet the current and future needs of the natural environment and Washington’s communities.

Some of the key work activities of the Streamflow Restoration Implementation Lead position are:

  • Perform Ecology’s Watershed Lead duties in accordance with Section 202 of ESSB 6091.
  • Serves as a senior level environmental planner responsible for implementing Section 202 of the ESSB 6091 Streamflow Restoration Program in the Little Spokane (WRIA 55) and Colville (WRIA 59) watersheds.
  • Works independently, with minimal supervision, as Ecology’s watershed lead for each of these watersheds in the Eastern Region.
  • Collaborates with other members of the two watershed planning units, which includes other state and local agencies, tribal governments, and stakeholders within the watershed(s).
  • Coordinates internally with Ecology technical experts.
  • Represents Ecology throughout the collaborative planning process to develop recommendations for projects and actions that will measure, protect, and enhance instream resources and improve watershed functions that support the recovery of threatened fish species.
  • Works collaboratively with other members of the watershed planning units to update previously adopted watershed plans and to amend existing instream flow rules.
  • Subsequent work will include plan implementation, project management, agreement oversight and/or rule-making efforts to implement identified streamflow restoration plans and projects.
  • Manage grants and contracts.
  • Oversees consultant contract development and management to help ensure that the identified watershed planning units have the technical and process support needed to meet all requirements in Section 202 of ESSB 6091.
  • Assists with and oversees Ecology’s participation grants with planning unit and tribal partners.
  • Develops written guidance and resources.
  • Works with other staff in the Water Resources Program to develop written guidance and other resources to support implementation of the new law and ensure statewide consistency across watersheds.

Qualifications

Required Qualifications:

A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND 

Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR 

One (1) year of experience as an Environmental Planner 3.

Desired Qualifications:

  • Experience managing multi-stakeholder processes, including experience convening and managing large committees representing diverse interests and working towards a unified goal.
  • Technical knowledge and familiarity with state and federal water law, and the State Environmental Permitting Process (SEPA).
  • Working knowledge of ESRI Geographic Information Systems (GIS) software and database software.
  • Facilitation: Skills in collaboration and meeting facilitation. Coordinates and leads groups in a manner that creates a cooperative and productive environment to effectively resolve problems or develop and implement plans.
  • Negotiate Agreements: Effectively work with others to understand interests and actively strive to achieve agreements or resolve differences in a timely manner.
  • Research and Investigation: Obtains, organizes, and analyzes data to support research and investigation. Researches information from existing databases, sources, and procedures.  Ability to produce high quality and accurate reports in a timely and accurate manner.
  • Contract management:  Experience in contract development and management, including experience negotiating scopes of work and overseeing contract deliverables.

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
