This is a project position expected to last up to 18 months.
We are a small, passionate, mission-driven, team-oriented, innovative and fast-paced organization with an exceptional interdisciplinary staff.  We are looking for creative, thorough, and exceptional people to join our team and help lead Puget Sound to recovery.

Considered the largest estuary by volume in the United States, Puget Sound is defined as all saltwaters inside the international boundary line between Washington and British Columbia and lying east of the junction of the Pacific Ocean and the Strait of Juan de Fuca.  The Puget Sound Partnership (PSP) is the state agency responsible for leading the region’s collective effort to restore and protect Puget Sound. We bring together hundreds of partners to mobilize partner action around a common agenda, advance Sound investments, and advance priority actions by supporting partners.

Within the PSP, the Integrated Planning Team is responsible for collaboratively designing, developing, facilitating, implementing, and managing Puget Sound-wide planning and recovery initiatives in close collaboration with local, state, federal, tribal, NGO, and business partners.  Primary responsibilities for members of this team include writing and updating the Action Agenda for Puget Sound (The Action Agenda is our region’s shared roadmap for Puget Sound recovery. The plan outlines the regional strategies and specific actions needed to protect and restore Puget Sound. The Action Agenda is a collective effort that is informed by science and guides effective investment in Puget Sound protection and restoration), which fulfills State statutory requirements and serves as the State’s Comprehensive Conservation and Management Plan, enabling the state to operate a federal National Estuary Program; fulfilling the agency’s responsibilities as the lead salmon recovery regional organization; engaging local partners via Local Integrating Organization and Lead Entity programs; supporting the agency’s role in developing Implementation Strategies (plans for accelerating progress toward the 2020 ecosystem recovery targets for the Puget Sound Vital Signs); and implementing key planning and policy initiatives.

Our main office is in a LEED Platinum-certified building on the waterfront in Tacoma, WA within a 10 minute walk of downtown (restaurants, shopping, museums, farmer’s market, etc.). Flexible work schedules are typical, including alternate work schedules and working from home or our remote office in Olympia, WA one or two days per week.  Staff are issued laptop computers and mobile phones and have access to state vehicles for travel.  This position should expect to travel regularly to meetings throughout the region and may need to use their personal vehicle if a state vehicle is not available – personal vehicle mileage and travel expenses are reimbursed in these cases.

Duties
Some of what you will enjoy doing will include:

  • Assist the Action Agenda team, agency programs and external partners (tribal, state, federal, local, NGO and business) on major planning and policy initiatives by providing meeting design and support; performing data oversight and management; supporting the review and prioritization of over 800 Near Term Actions; tracking, evaluating, and incorporating board, staff, partner, and public feedback; and writing and revising the Action Agenda.
  • Draft substantive, technical, and subject specific content for updates to the full Action Agenda including both the Implementation and Comprehensive Plan components.
  • Assist senior Environmental Planners with engaging staff and partners to capture feedback and incorporate that content into the Action Agenda by designing effective meetings.
  • Track and evaluate proposed comments and amendments to the Action Agenda during the public comment period.  This may include coordinating public comment periods, agency, and partner responses to public comments, and adapting the Action Agenda as needed.
  • Draft and revise the Action Agenda document. Edit with information and data generated from public comment period.
  • Coordinate with the communications team to ensure that announcements, status changes and program updates are reflected on the agency website.
  • Assist the Action Agenda team with project management needs by developing and updating project management spreadsheets and maintaining a schedule of deliverables and deadlines.
  • Work with the Science Team to ensure that reporting, monitoring and effectiveness evaluations being worked on by that team are incorporated into subsequent Action Agenda planning process by coordinating and networking with the Science and Evaluation staff.
  • Provide support for the Action Agenda, Implementation Strategies, and Climate Change lines of work at the agency including scheduling and organizing meetings, preparing materials for internal and external meetings (including executive board meetings), taking meeting notes, developing and distributing meeting summaries, and ensuring that follow up tasks are completed.
  • Assist senior Environmental Planners with improving Action Agenda. Support work related to adaptively managing our framework for recovery, including strategic planning that comprehensively addresses and reflects cross-cutting issues, Near Term Actions (NTAs), and ongoing work that constitute the bulk of regional recovery efforts.
  • Provide high level support as part of the environmental planning team for the roll-out and coordination of Near Term Action (NTA) development and review processes; including coordinating review teams and review packages, providing logistical support for workshops and meetings; and performing data entry and ensuring work complies with quality assurance requirements.
  • Assess and provide recommendations on available data management tools such as Excel, Access, SmartSheet, and/or Caspio, and/or collaborate on the development process of new tools, in order to efficiently collect, analyze and recall data from over 800 NTA submittals.
  • Participate in internal meetings and workgroups related to the Action Agenda and associated planning activities. Workgroups consist of both internal programs and a wide range of external partners.
  • Create partner engagement proposals for updates to the 2022 Action Agenda, including planning and supporting meetings and workshops for a wide range of partners and stakeholders including Puget Sound Partnership boards, tribes, Local Integrating Organization, and other partners.  Provide recommendations to senior management.
Qualifications
REQUIRED:

  • A Bachelor’s degree in environmental management, natural resources, public policy, planning, public administration or related field;
  • Two (2) years of related professional experience in environmental management, natural resources, public policy, planning, public administration or related field (public sector experience preferred);
  • Experience supporting, administering, and/or designing multi-stakeholder processes;
  • Experience in strategic planning and implementation, particularly in the natural resource or environmental sectors;
  • A work history demonstrating progressive levels of responsibility; and
  • Basic knowledge of the issues in which the Puget Sound Partnership is involved.

Experience may substitute for education

PREFERRED:

  • Three (3) or more years of related professional experience, including some relevant professional experience working at various levels of government.  Experience with treaty tribes is especially helpful;
  • Experience in facilitating complex, multi-stakeholder processes;
  • Experience in a complex, public sector work environment, including science-policy decision making; and
  • Experience participating in the development or implementation of an Action Agenda, salmon recovery plan, local Ecosystem Recovery Plan, or Implementation Strategy.

The preferred candidate will also demonstrate following competencies:

  • Communicates Effectively: Develops and delivers multi-mode communications that convey a clear understanding or the unique needs of different audiences.
  • Plans and Aligns: Plans and prioritizes work to meet commitments aligned with organizational goals.
  • Project Management; Ability to articulate project objectives orally and/or via written charter, to ensure that objectives are met and deliverables meet scope, schedule, and budget requirements.  Proficiency in defining, prioritizing, tracking, implementing, measuring, communicating, and completing a large number of complex and often interdependent tasks.

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
