22 April 2018POSITION PROFILE:
The position works within the Projects and Planning section of the Forest Resources Division serving as an independent project manager responsible for guiding the development of environmental resource plans, programs, policies or regulations in a wide variety of areas. The Assistant Division Manager of Projects and Planning will assign the projects to the position, many of which will come from “clients” within the agency, such as Division Management within the Forest Resources and other Divisions within the Uplands program. This position will work with agency clients to define the scope of work, and devise own methods for identifying and tracking milestones to complete the work. The position will supervise projects within a wide variety of areas, but related to environmental resource management and planning. Examples of the types of projects that this position will manage include documents related to the marbled murrelet conservation strategy planning process, sustainable harvest calculation planning process, and State Lands’ Forest Health Strategic Plan, as well as implementation procedures related to the State Uplands Habitat Conservation Plan or the Board of Natural Resources Policy for Sustainable Forests.

- REQUIRED QUALIFICATIONS:
- Expert knowledge of state lands policy, procedures, and trust responsibilities related to DNR uplands
- General knowledge of social/political dynamics that influence resource plan development.
- Ability to write effectively.
- Ability to translate complex technical, policy and land management concepts for average readers
- Expert listening and interpretation skills related to providing consultation to division and region staff on procedure and resource plan development.
- Demonstrated ability to identify, maintain and improve key relationships both internal and external to the state lands programs.
- Demonstrated ability to think creatively, to take initiative, and to function effectively and responsibly with little supervision in a team setting.
- Ability to understand and implement the business needs of the state lands programs.
- Outstanding interpersonal and collaboration skills.
- Excellent oral and written communication skills.
DESIRABLE QUALIFICATIONS:
- Proven leadership abilities and advocacy skills
- Commitment to managing a diverse project and working with diverse employees and stakeholders.
- Experience working with SEPA processes (2 years)
- Experience writing, reviewing and editing EIS documents.
- Ability to use GIS software and other databases.
DESIREABLE EDUCATION:
- A Master’s degree or above with major emphasis in land use, urban, regional, environmental or natural resource planning, landscape architecture, geography, land use or environmental law, administration with an emphasis, or closely related field, AND
- Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
OR
- One year of experience as an Environmental Planner 2.
(Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, will substitute for the Master’s degree provided that a Bachelor’s degree in a field listed above or natural science has been achieved).
