The Hazardous Waste and Toxics Reduction (HWTR) program within the Department of Ecology is looking to fill an Dangerous Waste Reporting Specialist (Environmental Specialist 2) position. This position will be housed in our Headquarters Building in Lacey, WA.

The Dangerous Waste Reporting Specialist position serves as a member of the Hazardous Waste & Toxics Reduction Program’s Hazardous Waste Information Unit in administration and implementation of the State’s Annual Dangerous Waste Reporting system and supports activities in the collection of hazardous waste generation fees and notifications of dangerous waste activities. This position assists the regulated community in completing annual dangerous waste reporting forms and oversees the annual mail out of reporting forms and instructions, provides backup administration support and assists with Hazardous Waste Generation Fee inquiries from billed businesses and the tracking of fee payments.

The mission of the Department of Ecology is to protect, preserve, and enhance Washington’s environment for current and future generations.

The Hazardous Waste and Toxics Reduction (HWTR) Program is made up of people dedicated to fostering sustainability, preventing pollution, and promoting safe waste management. We do many different things in a coordinated approach to protect people and the environment of Washington State from hazardous waste pollution.

Some of the key work activities at the Dangerous Waste Reporting Specialist position include:

Annual Dangerous Waste Reporting and Notifications of Dangerous Waste Activity:

  • Independently processes and reviews Annual Dangerous Waste Reports for completeness and accuracy in both regulatory and descriptive information about the facility.
  • Assists the regulated community in completing annual dangerous waste reporting forms, answers questions and explains the reporting requirements.
  • Some of the duties include: phone calls to generators, rejection of reports due to missing or incorrect information, and the mailing of additional documents upon request.
  • Actively participates in the implementation of TurboWaste.Net with duties that include providing technical assistance in using the internet based software application.
  • Actively participates in staff meetings, offers suggestions and innovative ideas to improve the form review process.

Support Hazardous Waste Generation Fee activities:

  • As the assistant to the Hazardous Waste Generation Fee Administrator, this position includes a general knowledge of the administrative duties performed by the team lead.
  • Duties include acting on the behalf of the administrator in their absence by processing bank receipts, researching orphaned payments, crediting all payments to the appropriate accounts and answering technical questions from the generation fee team.
  • Other duties include responding to e-mail and phone call inquiries regarding the fee, researching and determining eligibility, processing waiver and exemption requests and entering data into the Hazardous Waste Generation Fee application.

Records Management:

  • Responds to public notices/disclosure requests. Responds to requests for information under the public disclosure laws and prepares information for release in a timely manner.
  • Participates in the newly formed HWTR Record Management Team.
  • Maintains the central file area by filing reports and related documents, assisting staff with document retrieval.

Qualifications
 

Required Qualifications:

A Bachelor’s degree involving major study in environmental, physical or one of the natural sciences, environmental planning or other allied field AND one year of professional-level experience in environmental planning, analysis or control.

OR

One year as an Environmental Specialist 1.

Additional qualifying experience will substitute year for year for education.

Desired Qualifications:

Familiarity with Hazardous Waste RCRA Regulations (WAC 173-303).
Familiarity with the Hazardous Waste Generation Fee Regulations (WAC 173-305).

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
