Description
This is a permanent, full-time, position for a Geographic Information Specialist (Information Systems Specialist 5) located in Salem, Oregon with the Oregon State Police. This recruitment will be used to establish a list of qualified applicants and may be used to fill future openings.
The Geographic Information Specialist serves in OSP’s Office of State Fire Marshal (OSFM) in the Emergency Preparedness and Response Branch supporting pre-incident planning, resource coordination, emergency response, and incident analysis activities.

Current OSP employees who meet the minimum qualifications of this position will be given preference in the selection process.

This position is represented by the American Federation of State, County and Municipal Employees (AFSCME).  Union members pay union dues; non-union members pay “fair share.”

Agency Overview

We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $426 million total funds.

The Mission of the Oregon Office of State Fire Marshal (OSFM) is to protect citizens, their property, and the environment from fire and hazardous materials by providing Premier Public Safety Services. The OSFM accomplishes this mission through efforts focused on fire and life safety prevention, investigation, education, and HAZMAT regulation, planning, and response.

Duties & Responsibilities
GIS Construction/Maintenance/Operations:

Provide business analysis for OSFM and fire service programs. Coordinate with IT to research, analyze and solve system problems and coordinate solutions. Evaluate, install, and maintain GIS server infrastructure to ensure optimal performance. Interface with variety of users and security staff for program and system, specifications, documentation of GIS systems or established projects as assigned

Analyze Fire data to create GIS solutions that help meet program and fire service objectives.

Build GIS enhancement/maintenance requests based on agency policy, and needs.  Ensure that customers understand and are involved in the design and results of the system.   Automate new business processes for a variety of business customers with a moderate level of change.

Ensure that system documentation is finalized and properly filed upon system completion, and kept up to date when system and program changes are made.  Ensure data level security is in place and functional.  Build new or enhance existing data access systems for differing user needs while ensuring operational security based on function is functioning appropriately.

GIS Systems and  Data Customer Assistance
Diagnose user problems and handle user questions for a variety of GIS related applications and platforms for systems affecting the entire agency. Track and report problems and new change requests. Coordinate new system requests between programs and systems and monitor progress on the request. Develop test plans; create test data to ensure successful business operations.

Test new GIS related systems and enhancements. Develop and conduct user training on new GIS applications, enhancements and software. Coach users and other support staff on the use of the GIS related systems. Resolve conflicts with data owners and users to ensure data availability.  Work in a mixed environment of fire and response data systems and types such as geo data and text-based to provide a common operating picture for the Office.

Acts as the Common Operating Picture technician during incident response in the AOC or in the field with IMT. Attends regional, county, and state meetings representing management and program staff. Represents the Office of State Fire Marshal Management at conferences, workshops, and at training events, exercises, and other programs. Performs other duties as assigned.

Working Conditions:
General office environment to include sitting, computer and telephone use, and reading.  Attendance at meetings with occasional travel. Will occasionally present information or deliver training to small and large groups.  Infrequent attendance at industry conferences and other professional development opportunities.  May deploy to major incidents or disasters – such as wildfires – for multiple days at a time to provide GIS and IT support to OSFM staff and resources at the incident base camp.

Qualifications, Required & Requested Skills
To be considered for this position you must meet the following minimum qualifications

  • Four years of information systems experience.
Education in Computer Science, Information Technology, or related field will substitute for the above experience based on the following:
  • Associate’s degree substitutes for two years of experience.
  • Two year accredited vocational training program substitutes for two years of experience.
  • Bachelor’s degree substitutes for all of the experience.

Driver License
This position requires the successful candidate to have and maintain a valid, unrestricted, license to drive.

Preferred Skills
We are also looking for candidates with a work history that demonstrates skill with the following:

  • Experience with ArcGIS and Intterra Situation Analyst
  • Experience in Emergency Services work environment
  • Experience with MS SQL Server
  • Strong Analytical skills
  • Basic Project Management skills
  • Experience teaching/training adults in both group settings and one on one
