The Water Resources program (WR) within the Department of Ecology is looking to fill a Permitting Unit Supervisor (WMS Band 1) position. This position is located in our Central Regional Office (CRO) in Union Gap, WA.
The Permitting Unit Supervisor position manages and directs the Permitting Unit at the Central Region Office. This position provides direct supervision of nine professional environmental staff including engineers and environmental specialists. The Permitting Unit recommends decisions on water right applications and manages water right permits.
We are looking for applicants with strong interpersonal skills, ability to think creatively and consistently, and provide water resource related guidance and expertise to staff and the public.

The mission of the Water Resources (WR) program is to manage water resources to meet the current and future needs of the natural environment and Washington’s communities.
Some of the key work activities of the Permitting Unit Supervisor position are:
- In coordination with the Regional Section Manager and Technical Unit Supervisor, this position provides leadership, guidance and management to the staff of the program in the Central Regional Office.
- Provides direct daily supervision of staff in the Permitting Unit, which includes: hiring, training, assigning work, assuring quality and quantity of work products, evaluating performance and managing performance expectations to meet program and agency goals.
- Manages special projects of the region and program including: introduction of new software tools, LEAN process improvements, cost reimbursement contracting, and others.
- Assures program teams have appropriate regional representation and team recommendations are communicated to the regional staff; participates in group processes and on teams as needed.
- Interprets and applies the RCW’s, WAC’s, program policies and procedures to assure consistency within the region and across regions.
- Maintains effective working relationships within the section and program, using problem solving and analytical skills to resolve issues.
- Makes presentations and facilitates meetings as needed.
- Communicates effectively, efficiently, and expressively both orally and in writing, with program and agency staff, our customers and cooperators.
- Remains current with all agency required trainings; attends section, program, and agency meetings as required.
- Communicates directly the Assistant Attorneys General on legal questions and water right appeals. Testifies at Pollution Control Hearings Board and/or Superior Court as needed.

Required Qualifications:
A Bachelor’s degree involving a major study in water resources management, environmental sciences, hydrology, engineering, public administration, or other qualifying discipline PLUS at least Five (5) years of professional experience in water resources management, environmental sciences, hydrology, or engineering.
Four (4) years of professional experience as described above may substitute, year for year, for a Bachelor’s degree.
Desired Qualifications:
- An advanced degree in engineering, environmental science or other qualifying discipline.
- Experience supervising a work unit.
- Knowledge of state water resources laws and issues.
Employee should show evidence of or have completed the following training programs within the first six months of employment:
- Basics of Supervision.
- CPR Certification.
- Sexual Harassment Awareness and Prevention.
- Work Place Diversity.
