The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Floodplain Restoration Planner (Environmental Planner 3) position. This position will be located in our Northwest Regional Office (NWRO) in Bellevue, WA.

The Floodplain Restoration Planner position serves as an associate-level planner, supporting administration of the Floodplains-by-Design program by providing regional support/facilitation to grantees to help them satisfy their grant funded objectives. Specifically, the position will involve drafting flood grants, guiding the continued development of the Floodplains by Design program, grant proposal review and grant project management through tracking and collection of deliverables, and communication and coordinating with local sponsors.

Our goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.

The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.

The floodplain management realm of work has come to the forefront of environmental management in recent years.  Like wetlands were recognized several decades ago as critical habitat, now too floodplains are being recognized in the same way.  The challenge is how people, infrastructure, and the floodplain ecosystem can all work together in harmony, not in direct conflict as was the case in the past.  This is an exciting field that is rapidly expanding in WA and across the country.

Floodplains-by-Design is an exciting, innovative and intriguing approach to minimizing flood hazards while also enhancing ecological functions. Working as a regional floodplain restoration planner is a great opportunity to be part of making this multi-benefit approach successful.

Some of the key work activities of the Floodplain Restoration Planner position are:

  • Helps administer the Floodplains-by-Design program by providing regional support/facilitation to grantees to help them satisfy their grant funded objectives.
  • Grant Management support through full life cycle
  • Facilitate/support grantee progress in the implementation of multi-benefit flood hazard reduction and ecological restoration.
  • Build relationships with key stakeholders, maintain effective communications to interested parties and support on-going program development through enhanced guidance and other process improvements.

The Long-term intent of this position is to avoid problems through effective (proactive) support of grantees and guidance development. On a more project level, the position is anticipated to serve as an important resource to project grantees, assisting with a variety of tasks ranging from grant procedural questions to assisting in the resolution of regulatory or permitting issues.

Qualifications
Required Qualifications:

A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,

AND

Two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR

A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,

AND

Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR

One year of experience as an Environmental Planner 2 provided that a bachelor’s degree in one of the above fields is acquired.

Desired Qualifications:

Education – A Master’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
Environmental Science – a degree, substantial coursework, or professional experience in environmental science, wetland science, geology, biology, oceanography, or other natural sciences.
Government Experience – experience working for a local, state, federal or tribal resource management agency in a planning, program management, policy, or regulatory capacity.

Special Requirements/Conditions of Employment:

  • Must possess a valid driver’s license.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
