The Northwest Straits Commission–a governmental organization established to protect and restore the unique, rich marine ecosystem of the Northwest Straits region of Puget Sound through a citizen-based approach–is seeking applications for the Marine Program Manager (Environmental Planner 3) position. This is a full-time project position that could be based out of Port Townsend or at the Padilla Bay reserve near Mount Vernon, WA.

The Northwest Straits Commission provides resources and technical support to seven county-based Marine Resource Committees (MRCs) and carries out marine conservation projects throughout the Northwest Straits region.

We are looking for applicants who possess strong communication skills (oral and written), have experience writing reports and conducting oral presentations, the ability to thrive working independently and as a highly collaborative member of a small team and experience leading and contributing to multi-partner projects.

Duties

Ecology’s mission is to protect, preserve and enhance Washington’s environment, and promote the wise management of our air, land and water for the benefit of current and future generations. Our goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.

The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.

Using knowledge of science, policy  and related program and project development skills, this position independently and with little supervision does the following:

  • Project Development and Management: Develops, manages and implements regional marine and near shore recovery, protection and outreach projects/ programs that meet the Northwest Straits Initiative’s goals and strategic vision. Provides briefings and recommendations to Northwest Straits Commissioners for policy decisions.
  • Policy and Technical Liaison: Provides technical assistance to Marine Resources Committees on project development and assessment. Reviews MRC proposals, communicates with lead staff and key partners and negotiates project improvements when necessary. Attends one or two MRC meetings each month (travel in 7 counties required).
  • Communications and Community Outreach: Represents the organization on regional advisory committees; makes presentations to interagency committees, partner organizations, professional groups and regional/national conferences. Develops communication tools such as an annual report, presentations and newsletter articles.
  • Design and Organize Training Conference Agenda: Works with Commissioners to identify key topics of interest for annual conference. Secures speakers, organizes presentations and works with other staff on conference logistics.
  • Liaison to Commission’s Science Committee: Provides staff support and leadership to the Science Team in collaboration with the Committee chair.
  • Organize Scientific Workshops: Works with Science Committee and partners to identify information gaps around key Northwest Straits Initiative  issues; coordinates workshops of invited experts.
  • Operations and administrative tasks: Staff and volunteer coordination, meetings, agency and organization reporting, etc.

Please Note: This is a project position that is funded until September 30, 2019.

Qualifications
Required Qualifications:
A Master’s degree or above with a major emphasis in marine, land use, urban, regional, environmental, or natural resource science or planning, landscape architecture, geography, land use or environmental law, environmental or biological science, public administration with an environmental emphasis, or closely related field, AND two (2) years of professional experience in marine, land use, urban, regional, environmental, or natural resource science or planning, and/or program development.

OR

A Bachelor’s degree or above with a major emphasis in marine, land use, urban, regional, environmental, or natural resource science or planning, landscape architecture, environmental science, geography, land use or environmental law or science, public administration with an environmental emphasis, or closely related field, AND four (4) years of professional experience in marine, land use, urban, regional, environmental, or natural resource science or planning, and/or program development.

OR

One (1) year of experience as an Environmental Planner 2, provided that a Master’s degree as described above has been obtained.

Desired Qualifications:

  • Must be able to communicate to variety of people about the functions of the organization.
  • Must understand the breadth of marine conservation issues in the Northwest Straits and Puget Sound and role of Northwest Straits Initiative in that context.
  • Must be able to review policy and technical aspects of marine/nearshore conservation/restoration projects.
  • Knowledge of marine policies and conservation programs in the Northwest Straits and Puget Sound.  Experience working with volunteer-based organizations preferred.

Special Requirements / Conditions of Employment:

  • Ability to obtain or maintain a valid WA State driver’s license.

Insurance Benefits

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
