Contracts Specialist 3
Full Time/PermanentWe are recruiting to fill one (1) full-time permanent Contracts Specialist 3 position within the Contracts and Purchasing Unit located in the Natural Resource Building, Olympia, Thurston County, Washington.This position reports to and supports the Contracts and Purchasing Manager by serving as a Deputy Contracts Officer and Federal Aid Coordinator; this position manages WDFW’s contracts and grants lifecycle and related contracting activities for an assigned portfolio of contracts.
- Duties
- Below is some of what this position will do:
- Acts as the federal aid coordinator for the agency for the Wildlife and Sport Fish Restoration Program funds from the U.S. Fish and Wildlife Service (USFWS); and the grants coordinator for grants from the National Oceanic and Atmospheric Administration (NOAA).
- Acts as the agency’s single point of contact for USFWS and NOAA grants; and serves as the Authorized Organization Representative (AOR) for all USFWS and NOAA grant applications.
- Informs program staff of USFWS and NOAA grant opportunities and coordinates the preparation, approval and submission of grant applications for these federal agencies.
- Performs final reviews of grant applications to ensure it meets grant program requirements. Submits grant applications through Grants.gov or other means as required by the federal grantor agency.
- Receives USFWS and NOAA grant agreements and obtains all necessary signatures of parties to grant agreement documents and ensures the contracts management system has all details before requesting final WDFW approval.
- Ensures WDFW program managers and Fiscal staff are informed of their responsibilities under USFWS and NOAA grant agreements, and comply with reporting and other terms contained in such agreements.
- Performs high-level contract administration work with responsibility in the administration of all contract related functions that are required by law, rule or regulation. This includes negotiating with the proposed parties to any contract, agreement, memorandum of understanding or other legally obligating document on terms and conditions.
- Qualifications

- Two years of state government experience in negotiating, administering and terminating contracts, contract management, contract cost or price analysis, or contract compliance administration.
- A Bachelor’s degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field AND two years of experience in negotiating, administering or terminating government contracts, federal grants and contracts management, contract property acquisition and management, contract cost or price analysis, or contract compliance administration.

Duties typically take place in an office setting. The work schedule is Monday through Friday, 8 a.m. to 5 p.m. Hours may be adjusted at the discretion of the supervisor. Travel may be required in some circumstances.Union Notice
