Ecology is looking for a Nonpoint Source and Shellfish Specialist to join our Water Quality Program as part of our Northwest Region in Bellingham, WA.
This position works as part of the Bellingham Field Office, implementing Water Quality’s Nonpoint Compliance policy by negotiating solutions to complex nonpoint pollution issues using technical assistance and regulatory compliance, in cooperation with internal and external partners in Whatcom and Skagit counties.

The Water Quality Program’s mission is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.The Nonpoint Source and Shellfish Specialist builds relationships and increases voluntary compliance with nonpoint regulations in order to reduce impacts of nonpoint pollution sources within the Northwest Region. To do this, this position:- Responds to and investigates complex and highly technical complaints or other observed practices causing nonpoint pollution which may adversely impact shellfish resources.
- Engages landowners and provides them with technical assistance to address the impacts of livestock management on shellfish harvest areas; assists them in implementing effective best management practices.
- Plans, develops, and conducts and oversees technical water quality data collection. Maintains and calibrates sampling equipment as necessary to ensure accurate and consistent results.
- Uses up-to-date data management and GIS skills and knowledge to procure appropriate datasets that aid in conducting investigations. Creates and shares graphic displays of data and maps to communicate a variety of messages about the status of the project to agencies and the public. Analyzes, evaluates and interprets data.
- When necessary, applies enforcement actions to address noncompliance with water quality laws and regulations.
- Assists the Attorney General’s office compiling the necessary materials for the preparation of cases to be presented before judicial courts and boards.
Please Note: This is a project position that is funded until December 31, 2019

Required Qualifications:
A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis or control or environmental planning.
Additional qualifying experience will substitute, year for year, for education.
A Master’s degree in one of the above fields will substitute for one year of the required experience.
OR
A Ph.D. in one of the above fields.
OR
One year of experience as an Environmental Specialist 2.
Desired Qualifications:
- Environmental regulatory compliance experience
- GIS experience or certification
- Meditation training
- Water quality sampling experience or training
Special Requirements/Conditions of Employment:
Must possess a valid driver’s license.
