This full-time position is with the Oregon Water Resources Department in Pendleton. The position is part of the Field Services Division, North Central Region.

The Oregon Water Resources Department is the state agency charged with administration of the laws governing surface water and groundwater resources. The Department’s core functions are to protect existing water rights, facilitate voluntary streamflow restoration, increase the understanding of the demands on the state’s water resources, provide accurate and accessible water resource data, and facilitate water supply solutions. The Department serves the public by practicing and promoting restoration and protection of streamflows and watersheds in order to ensure long-term sustainability of Oregon’s ecosystems, economy, and quality of life.

This recruitment will be used to establish a list of qualified candidates.

NOTE: The salary and step included in this job posting reflects base salary. Upon PERS eligibility, this position will have their base salary increased by 6.95% and pay the employee 6% contribution to PERS.

Duties & Responsibilities
Assist District 5 Watermaster in responding to water distribution needs, enforcing water law and installation of measuring devices. Respond to distribution complaints by researching water rights, determining proper distribution, and implementing required regulation, under the general supervision of the Watermaster and Region Manager. Maintain a strong working knowledge of water law, court decrees, water right records, property legal descriptions, administrative rules, agency policy and physical aspects of water rights. Prepare reports and evidence for Watermaster and Region Manager when formal enforcement procedures are needed. Accomplish the agency’s goals of installation of measurement devices on significant points of diversion.  Manage, regulate and account for stored water releases and all Umatilla Basin Project Exchange water; weekend work is required. Prepare and distribute reports as necessary. Attend Umatilla River Operations Group meetings.  Coordinates and works closely with other staff working for the Umatilla Basin Project.

Assist the District 5 Watermaster in responding to groundwater complaints by compiling information relative to the complaint, researching well information and working with the Department’s hydrogeologists.  Prepare reports and evidence for Watermaster and Region Manager when formal enforcement procedures are needed.

Collect and compile hydrologic data within Watermaster District 5.  For surface water, make stream discharge measurements of canals and streams in compliance with measurement program standards; service, maintain, and repair gaging stations. Assist the regional Hydrographic Technician in processing stream flow records. Requires knowledge of hydrographic techniques in all phases of stream flow record production. For groundwater, measure water levels in wells, determine well location and ownership, tie well logs to the proper tax lot.  Prepare data and findings reports. Work with the Department’s hydrogeologists to assist with groundwater studies, including initial assessment of data collection wells and collection of groundwater level data.  Assist and provide guidance to water users on the proper installation of measuring devices.

Assist the public in researching water right records, well records, and hydrographic records. Prepare and maintain summaries of hydrographic records on a computer database for distribution to the public.

Assist regional staff in reviewing transfers. Requires knowledge of related statutes and legal requirements when reviewing transfers.

Inspect wells within the North Central Region for proper construction methods and perform safety inspections of dams.

WORKING CONDITIONS
Work with people who often get irate when their water diversion works are regulated. This happens daily during times of distribution. Must tolerate wading in swift, cold streams and work from bank operated cableways. Must travel in varied weather and road conditions in motor vehicles, snowmobiles, ATV’s, UTV’s  or on skis or snowshoes. Required to make stream flood measurements. Often works alone in remote areas without radio or other contact. Regular attendance is an essential function. Must occasionally lift up to 75 lbs.

 

Qualifications, Required & Requested Skills
You must have:

  • two years of experience in gathering and analyzing natural resource data and/or coordinating monitoring efforts for a natural resource program, OR experience with digital mapping (i.e. ArcMap, CAD) and working knowledge of Oregon water law, court decrees, water right records, property legal descriptions and administrative rules that pertain to the regulation of water;
  • AND
  • a Bachelor’s degree in Hydrology or a natural resource area such as Water Resource Civil Engineering, Geology, Hydrology, Physical Science or related area. Three additional years of experience may substitute for the degree; OR
  • one year of experience in gathering and analyzing natural resource data and/or coordinating monitoring efforts for a natural resource program, OR experience with digital mapping (i.e. ArcMap, CAD) and working knowledge of Oregon water law, court decrees, water right records, property legal descriptions and administrative rules that pertain to the regulation of water; AND
  • a Master’s degree in a natural resource or related area. OR
  • Any combination of experience and education as stated above equivalent to five years of full-time experience.
