DESCRIPTION:
The Oregon Department of Environmental Quality currently has a Full-Time (Limited Duration, end date June 30, 2019), opportunity for a Senior Climate Change Policy Analyst  to join an innovative team, and work to advance our agency mission to protect and improve Oregon’s air quality.What You Will Do!
This position serves as one of the agency’s statewide experts in climate change mitigation policy; providing technical analysis, consultation, and policy development, in addition to interacting with other state and national experts in climate change policy, stakeholder groups, and elected officials. The successful candidate will evaluate and develop climate change policy recommendations for DEQ’s senior management team and director, as well as participate in the development of legislation and regulations to reduce greenhouse gas emissions. This position has the unique opportunity to work with other experts, state and federal agencies, universities and other organizations, stakeholder groups, and many others to develop DEQ’s strategic vision and actions regarding air quality and climate change.

Working Conditions
Generally an office environment. Occasional travel to attend meetings with EPA and other states. Requires travel, including overnight stays in other regions of Oregon for public hearings and other meetings, and occasional trips to attend conferences, seminars and hearings.

Qualifications, Required & Requested Skills

Minimum Qualifications

  • Three (3) years of experience in one or more of the following: Planning & Policy in the areas of Air Quality Planning, Energy Planning, Urban Planning, Transportation Planning, or a closely related Natural Resource Field.

At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as:

  • researching and analyzing data and other information to assess the requirements and impact of state and/or federal regulations
  • developing policy options and recommendations based on regulatory analysis
  • leading project teams
  • effectively communicating complex policy and technical issues with a variety of audiences
  • applying pertinent laws and regulations
  • leading and conducting stakeholder engagement for policy or regulation development
  • coordinating and monitoring project activities

AND                      

  • A Bachelor’s degree in natural resource planning or policy, physical science, urban and regional planning, environmental science or a closely related natural resource field

OR

  • Three (3) additional years of related, pertinent experience.

A Master’s degree in natural resource planning or policy, physical science, urban and regional planning, environmental science or a closely related natural resource field will substitute for up to one year of the required experience.

A Doctorate degree in natural resource planning or policy, physical science, urban and regional planning, environmental science or a closely related natural resource field will substitute for up to two years of the required experience.

  • Understanding of the regulatory, economic, and political factors influencing Oregon climate change policy generally, and more specifically the policy implications for the electricity, natural gas and transportation sectors.
  • Understanding of the nature of Oregon’s greenhouse gas emissions, goals, trends, and existing policy landscape.
  • Understanding of the types of climate change initiatives considered by Oregon, including low carbon fuels, carbon tax, and cap-and-trade concepts.
  • Experience explaining complex regulation and policy issues, particularly those related to market-based programs, to diverse stakeholder groups.
  • Performing or overseeing economic impact (cost-benefit) analysis supporting climate change or air quality policy development.
