Summary

The Surface Water Planner conducts watershed planning analysis and scoping in support of surface water management activities.  Provides advice analysis and support on aquatic resource issues to the Public Works and Planning Department.  Confirm city compliance with applicable stormwater and surface water permits.


Essential Functions

  • Coordinates City NPDES permit application and compliance process; develop annual reports, interpret state and federal regulations and identify city process improvements to strengthen permit implementation; participate in local and regional forums, contribute ideas, and assist in the development of concepts and language for permit reissuance efforts.
  • Reviews watershed conditions and provides advice and support to the Public Works Department in support of surface water projects; conducts field investigations and assessments of aquatic habitat, drainage and water quality problems and proposed designs, and the interaction between surface water management facilities and geotechnical concerns.
  • Reviews citywide policies and practices with regards to surface waters, buffer mitigation, integrated pest management, and low impact development practices; supports and encourages implementation of surface water management practices and facilities through geotechnical analysis, design review and development, and feasibility analyses.
  • Provides input to Planning Department on critical areas regulations updates that interact with surface water management including streams, lakes, wetlands, frequently flooded areas, and geologic hazard areas
  • Evaluates feasibility of low impact development and infiltration facilities at the watershed and sub-watershed scales to provide a basis for site feasibility analysis.
  • Assists maintenance and operations personnel in developing standard operating procedures for maintenance of low impact facilities including vegetation management and surface water functions.
  • Reviews proposed designs for low impact development practices and facilities for City capital improvement projects; identify the need, develop, and track environmental permit applications; track project process, provide communication, and facilitate interdepartmental coordination
  • Investigate drainage complaints; provide technical assistance to residents on related permitting needs and resource opportunities.
  • Assist in watershed planning to prioritize storm water retrofit projects including those where low impact development may be the preferred facility option.
  • Applies for local, state, and/or federal environmental permits for the Public Works department as needed and coordinates with the Tribes on means and methods of conducting maintenance work and construction; develops grant paperwork, submits for approval, and manages grant requests
  • Coordinate and support city departments’ compliance with the NPDES Storm water Permit and other environmental permits.
  • Represents the City at outside agency meetings related to surface and storm water issues.
  • Performs other duties as assigned.

Minimum Qualifications

Bachelor’s Degree in Science, Civil Engineering, Environmental Engineering, geology, or a closely related field; 4 years’ experience in storm water planning and analysis and NPDES permitting tasks, plus 2 years municipal experience, or equivalent combination of education and experience in similar or related fields. Master’s degree preferred.  Possession of a valid Washington State Driver’s License is required.

Knowledge, Skills, and Abilities

  • Excellent written and oral communication skills.
  • Ability to work with the city staff, citizens, elected officials, consultants, and contractors in a knowledgeable and professional manner.
  • Knowledge of minimal impact development storm water research, design, and maintenance methods.
  • Knowledge of current methods for monitoring and assessing environmental conditions in aquatic environments.
  • Knowledge of watershed planning techniques and current research.
  • Knowledge of environmental permitting strategies and coordination methods.
  • Knowledge of design of projects to restore and protect stream channels and other aquatic resources
  • Ability to resolve conflicts using mediation and facilitation techniques.
  • Computer software knowledge including GIS.

8:00 a.m. – 5:00 p.m., Monday – Friday

Working Conditions & Physical Activities

  • This position works in both an office environment and outside at existing development, construction sites, and natural areas.
  • Potential hazards in the field include vehicular traffic, construction equipment, uneven terrain, and contact with hazardous/toxic materials.
  • The position may require climbing ladders and lifting up to 20 pounds.
