The Asset System GIS Technician performs technical work in the development and maintenance of the City of Lenexa’s asset management and GIS systems.

The Asset System GIS Technician works closely with Municipal Services staff.  Responsible for the creation and maintenance of the Geographic Information System (GIS) data and cartographic output pertaining to the Infrastructure Asset Management System.  Reads plans, performs field data collection, and spatially enables documents in order to maintain GIS datasets.  Including, but not limited to, Streets & Right of Way, Storm Water, Traffic, Facilities and Parks assets.  Responsible for the condition evaluation of City owned assets.  Work with various departments and programs within the City to ensure that their Asset Management GIS needs are met.  Work is performed under the direction of the Assistant to the Director of Municipal Services with considerable latitude for the exercise of independent judgment and action in supporting the development, maintenance and application of the City’s GIS and Asset Management Systems.

Duties and Responsibilities

The following represent the essential duties of this position.  Additional duties performed as assigned.

The use of ArcGIS and Lucity software to maintain current and accurate geographic information and attribute data for City owned infrastructure.
Data collection and assessment of current condition for city assets in the field with handheld GPS devices or verifying and updating attribute information for City assets on a desktop computer.
Utilize Arc GIS and Lucity software to create and update complex maps and/or perform complex spatial analyses to provide decision support related to the Municipal Services Department and various other departments within the City of Lenexa.
Design, implement and maintain GIS data collection processes and applications to support Asset Management.
Maintain the geographic database (both graphic and non-graphic) for the Asset Management System. This may be accomplished by digitizing, data translation from other graphic and non-graphic sources such as AutoCAD, digital data collectors, database files, official approved plans, or interpreting and researching legal documents. Evaluates data set accuracy and follows through with possible corrective actions.
Provide user support of ArcGis desktop, ArcGIS Online; create template projects for end-users.  Collaborate with GIS users to determine hardware, software and system functional specifications.
Performs complex geographic analysis and cartographic production as it relates to the GIS system by creating maps, charts and tables that accurately and effectively communicate information and support relevant decisions.
Operate and provide user support of Lucity Asset Management systems.  Create dashboards, run reports, maintain web maps and help determine best practices.
Create and document procedures for the maintenance of the data and cartographic output.
Create maps from collected data to visually interpret the location and condition of City assets to assist in maintenance and budget decisions.
Monitors GIS activities by other agencies to gain ideas and techniques for use in Lenexa.

Minimum Qualifications or Special Requirements

Specialized Knowledge, Skills and Abilities required to perform the essential functions of the role.

The following knowledge, abilities and skills:

Work in windows current operating system
Knowledge of PC-Based and network environments
Knowledge of GIS data creation, digitizing, editing and quality control in the ESRI ArcGIS Product Suite
Knowledge of relational databases
Knowledge of SQL Syntax
Knowledge of Python Scripting and Model Builder
Knowledge of Mobile Tablets (i.e. IPads) and other devices
Establish and maintain harmonious working relationships with subordinates, peers, supervisors, contractors, and the public.
Accept and follow technical direction from a variety of technical and professional supervisors.
Read and comprehend technical documents such as blueprints, maps, schematic drawings, and technical specifications.
Must possess a valid driver’s license
Education, Training, and Experience

B.S. in Geography, GIS, Cartography, Computer Science, or related field or any combination of equivalent experience and education which provides the requisite knowledge, skills and abilitiesto perform the essential functions of the position.
Two years of experience and training in the use of GIS software (preferably ESRI ArcGIS) and necessary hardware.
Salary & Benefits:
