Incumbents are responsible for creating maps, coordinating, and maintaining data related to the City of Casper utilities. Responsibilities may include creating operational reports; adding, updating and deleting data in GIS systems; and maintaining related records. Receives general supervision from Water Distribution Manager and higher level supervisory staff.
2. Use and incorporate as-builds into GIS database linking drawing to utility features.
3. Designs and generates map viewing and printing templates including exporting maps into various formats and printing maps utilizing plotters; operating global positioning system
(GPS) equipment to locate real world features; and making additions to the GIS database.
4. Performs administrative tasks such as attending meetings, note taking, process review, record keeping, information retrieval and distribution in support of public utilities.
5. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
6. Follows all City safety procedures. Reports all accidents/incidents immediately to supervisor.
7. Performs other duties of a similar nature or level.

Training, Experience & CertificationsTraining and Experience (positions in this class typically require):
- Minimum of two years’ experience in geographical information systems (GIS).
- Training and experience in AutoCAD is preferred.
- Associate’s Degree in a closely related field.
- Experience working in Water or Wastewater utilities is preferred.
Licensing and Certification Requirements (positions in this class typically require):
Licensing Requirements:
- Possession of, or ability to obtain, a valid Wyoming Driver’s License.
Supplemental Information & Physical Requirements
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, stooping, kneeling, crouching, pushing, pulling, lifting, hearing, seeing and repetitive motions.
Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.
Incumbent may be subject to extreme temperatures, dusts, odors, and chemicals.
For driving essential positions, employment with the City of Casper is contingent upon a satisfactory driving record. A driving record that reflects any of the following criteria is considered unsatisfactory:
1) Convicted of three (3) or more moving violations within the previous 36 months (three separate, individual incidents);
2) A conviction within the previous 36 months of any of the following:
- Driving under the influence of drugs or alcohol;
- Leaving the scene of an accident;
- Fleeing to avoid arrest;
- Reckless Driving;
- Homicide or assault by motor vehicle;
- Driving without auto insurance;
- Driving on a suspended license;
- Refusal to take blood/breathalyzer test for suspected DUI or impaired driving.
