The Department of Water Resources has an exciting career opportunity in Boise, ID for a GIS professional to work in a natural resource environment.
We are looking for a GIS analyst that can use GIS technologies independently to design, plan and conduct GIS programming, database and analysis projects. The applicant is expected to serve as a technical resource for GIS programming and should be able to develop and maintain applications written in C#, Python, and JavaScript. The applicant should have experience with ESRI software to perform GIS based analysis and present data in graphic form as well as be able to prepare technical documentation and reports. The analyst should be able to demonstrate technical expertise and knowledge through innovative solutions.
Key Responsibilities:

Plan and execute GIS Projects.

Develop and maintain applications to support Water Resource business processes, as well as contribute to other IDWR needs. This includes GIS Programming using Python, C#, and JavaScript.

Designs and analyzes spatial and relational databases.

Builds spatial data layers, designs and produces thematic maps.

Work in an ArcGIS, Microsoft SQL Server and Web programming team.

Work closely with IDWR data managers and IT staff to provide GIS solutions to streamline water right processing and hydrologic analysis.
Minimum Qualifications:
- Knowledge of GIS including analysis, data capture, data conversion and cartographic principles.
- Demonstrated experience programming with Python, C#, and / or Java Script.
- Knowledge of relational database management systems.
- Experience in planning, designing and implementing GIS projects and preparing reports of findings.
- Experience operating, managing, and customizing ESRI software products in a work environment.
Desirable Qualifications:
- Two or more years’ experience programming with Python, C#, and JavaScript.
- Experience writing SQL queries.
- Experience managing and programming against ArcGIS REST services using JavaScript.
- Experience using source control, MVC pattern and experience using build servers.
- Experience with project management and prioritization of multiple projects and deadlines.
The Ideal Candidate will possess the following:
- Demonstrated ability in the design and development of relational databases and programming Web and GIS applications using Microsoft SQL Server, .NET, JavaScript and jQuery. Familiarity with C# is desired. Familiarity with R is useful.
- Demonstrated ability to work in a team-oriented environment utilizing a common framework of object-oriented database and development tools, and conduct frequent interaction and communication with GIS / IT management.
- Display an innovative approach to solving problems using open source and existing programs.
- An innate curiosity and desire to learn new things.
