The Department of Environmental Protection – MassDEP – is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.
MassDEP seeks applicants for the position of Environmental Analyst III. This position is assigned to the Southeast Regional Office (SERO) Drinking Water Program (DWP), located in Lakeville, MA.
Under the direct supervision of the Drinking Water Program Section Chief or his/her designee, the Environmental Analyst lll (EAlll) is responsible for the implementation of the Drinking Water Program with particular emphasis on hydrological reviews, water quality analysis and evaluation of water supply facilities. The EA III will administer various regulatory rules including the Lead and Copper Rule (LCR), Surface Water Treatment Rule (SWTR) and Groundwater Rule (GWR).
Duties and Responsibilities:
Perform hydrogeological evaluations of applications for the development of new and replacement sources of public water supply.
Review water quality data to determine compliance with Massachusetts Department of Environmental (MassDEP) Regulations, Policies and Guidelines.
Review and recommend to approve/disapprove drinking water program permits as assigned, including and treatment applications for proposed and existing PWS’s.
Perform wastewater related hydrological reviews on an as needed basis.
Organizes and reviews monitoring and compliance data;
Maintains regulatory record keeping; performs enforcement;
Provides technical assistance to the regulated community; and coordinates with external and internal groups and regulatory agencies.
Conducts Sanitary Surveys, inspections, field work including monitoring, and Capacity Reviews to determine compliance with Drinking Water Regulations, Policies and Guidelines and performs follow up actions including enforcement.
Investigates water quality and quantity complaints and perform appropriate follow up actions. Determine patterns of complaints and coordinate with municipalities on town wide response and corrective actions;
Reviews and provides comment on new/revised regulations, guidance and policies, and technical issues;
The EA lll shall be able to perform professional environmental work, with latitude for independent decision-making and other related duties as assigned.
Provides training, outreach and assistance to Public Water Supply’s, Departmental Staff, other Agencies and professional organizations; and represents SERO as a regional subcommittee member, as directed by the Section Chief or his/her designee.
Preferred Experience and Qualifications:
Professional experience in environmental science as it relates to hydrogeological evaluations of water supply sources, drinking water treatment facilities and water quality analysis. Knowledge of water supply processes including water treatment, distribution, operation with a particular focus on hydrology. Experience in sampling, analysis, laboratory procedures and compliance.
Familiarity with water quality considerations associated with drinking water treatment facilities. Experience in conducting and managing enforcement actions.
Knowledge of MassDEP’s enforcement policies and procedures.
Comprehensive knowledge of the Massachusetts Drinking Water Regulations, 310 CMR 22.00, Policies and Guidance. Experience working with a variety of stakeholders including, consultants and municipal officials.
Demonstrated ability to communicate effectively both in oral and written forms, and maintain effective working relationships with other employees, regulated entities, and the public.
Knowledge and experience with computers, databases and spreadsheets, including GIS applications, Windows applications and Microsoft Office software.
A valid Massachusetts Driver’s License or equivalent is required.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
