GENERAL DESCRIPTION:

Review complex solid waste permit applications and determine compliance with State and Federal regulations. Compile and analyze environmental monitoring data, and implement corrective action requirements when necessary. Maintain division database to track activities and measure progress, coordination and oversight of site investigations and corrective actions at abandoned, closed, and active solid waste facilities. Field work and overnight travel required. Position requires interaction with other state and federal agencies, consultants, engineers, industry, local government officials, heavy equipment operators, civic organizations and the general public.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Serves as the permitting coordinator for assigned solid waste management facilities.

Prepares detailed technical reviews of permit applications and other submittals to ensure applications are prepared in accordance with state statutes and rules.

Reviews environmental monitoring reports and data, and makes appropriate recommendations with respect to the technical data and reports.

Conducts evaluations of groundwater data and statistical evaluations.

Applies and interprets complex rules, regulations, guidelines, and standards.

Represents Solid and Hazardous Waste Division (SHWD) in meetings, and provides appropriate recommendations for resolving permitting and compliance issues.

 

Qualifications

KNOWLEDGE:

Knowledge of applicable state statutes, regulations, policy, and guidance related to solid waste management, and federal solid waste regulations.

Requires training or experience in a variety of disciplines including engineering, geology, groundwater, soils, chemistry, and statistics.

Knowledge of statistical evaluations of groundwater data in accordance with the EPA Unified Guidance.

Skill in the application of geologic, hydrogeologic, and scientific principles and/or engineering analysis to effectively analyze problems and situations involving activities that may threaten groundwater quality, in order to protect and restore groundwater quality.

Skill in groundwater quality investigations; groundwater and aquifer characterization; fate and transport processes through vadose zone and groundwater.

Skill in the use of personal computers for word processing, database, spreadsheet, modeling, and statistical analysis applications.

Strong attention to detail and ability to organize information in a concise manner.

High level of skill in written, oral, and electronic communication.

Ability to communicate, work cooperatively with staff, the regulated community, and the general public, manage time and prioritize workload, meet deadlines, resolve conflicts, solve complex problems, public speaking, and written and oral communication skills.

Ability to apply basic principles and concepts in new situations involving site-specific issues.

Must be able to maintain compliance with the OSHA requirements of 29 CFR Part 1910.120.

 

MINIMUM QUALIFICATIONS:

Education:

Bachelor’s (typically in The Sciences)

 

Experience:

0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

 

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

Must be physically capable of site inspections/investigations that may include driving, hiking, and navigating over rough terrain.

Must have a valid driver’s license.

Occasional field work and overnight travel is required.
