NATURE OF WORK:

Coconino County is seeking a value-driven team player to fill the position of Geographic Information Systems (GIS) Technician in the GIS Department. This position will report to the GIS Manager, and will assist with maintaining parcel based GIS data, developing geospatial data, and use their skills and experience to deliver high quality GIS services and products to our clients. The GIS Technician participates in the long-term development and enhancement of GIS information technology to meet Coconino County mapping and end user service objectives. The position will be required to provide expertise, support, and guidance to County staff. GIS Technicians independently perform work in support of the Coconino County Geographic Information System and other management goals and objectives. Assignments are typically received in terms of expected outcomes and incumbents are expected to act independently to develop required information. Assigned projects may include data and map development, analysis, land parcel maintenance, database design or other areas specific to the assignment.

Under general direction performs work of moderate difficulty in creating and maintaining Geographic Information Systems (GIS) data layers from written material and hardcopy maps; performs a variety of technical duties in the operation of the County’s Geographical Information Systems; performs related work as assigned.

TYPICAL DUTIES:

* Performs GIS cadastral layer maintenance and development duties
* Performs digital conversion of GIS projects using various techniques to map parcels by legal descriptions on deeds and plats
* Maintains and updates cadastral database
* Researches and identifies user needs for GIS application, data and training
* Coordinates and participates in GIS training of technical staff
* Assists with hardware/software upgrades and installations
* Converts data from various sources into GIS database
* May provide oversight or guidance of the daily activities of GIS interns
* Conducts research and recommends systemic and operational improvements

The essential functions of this position include walking to various county departments; sitting and using repetitive hand-wrist motion for data analysis and computer work; working around and with other staff and county departments; communicating in ordinary conversation and technical presentations.

MINIMUM QUALIFICATIONS:

Associate degree in geography, urban planning, environmental science or related field, and one year of professional experience using ESRI’s ARC Platform; or any equivalent combination of education, training and experience that demonstrates the ability to perform the duties of the position.

Preferred qualifications include ArcSDE versioned editing; proven skills in providing presentation quality maps; knowledge and experience of advanced editing tools including COGO & Topology Tools.

This position is non-exempt from overtime.

KNOWLEDGE, SKILLS AND ABILITIES:

* Considerable knowledge of:
– Principles, practices and techniques of mapping and computer-aided design/drafting
– Geographic information system concepts and analytical techniques including computerized mapping, attribute data conversion, manipulation and analysis
– Principles and practices of data conversion
– Surveying and engineering practices

* Working knowledge of:
– Currently available ESRI’s GIS software
– U.S. Rectangular Land Survey System

* Ability to:
– Maintain project and production schedules
– Read and interpret survey notes, plan diagrams, specifications, legal descriptions, maps and other legal documents
– Work with and understand land management systems, deeds, and various ownership arrangements
– Establish and maintain effective working relationships with employees other agencies and the public
– Work safely and support the culture of workplace safety
– Follow written and oral instructions
– Communicate effectively both orally and in writing AmeriCorps, Peace Corps and other national service alumni are encouraged to apply.
