Ecology’s Spill Prevention, Preparedness, and Response program is looking to fill an Oil Spill Drill Planning Coordinator (Marine Transportation Safety Specialist 3) position. The position is flexible to either be located at our Headquarters Building in Lacey, WA or our Northwest Regional Office (NWRO) in Bellevue, WA. It depends on where the finalist lives.
The Program mission is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness and response program.

Duties
What is the Job?
As the Oil Spill Drill Planning Coordinator, you will be a key resource in the continual evolution our state’s drill program, in a way that keeps oil spill plans effective, oil spill teams well trained and spill preparedness improved from lessons learned. Ideal applicants possess effective leadership skills that motivate others. Must be well-organized, understand how to manage projects and have an eye for details and accuracy when making observations. The work is statewide and travel is an expected part of the job. We are looking for someone that rises to the occasion from positive feedback, is flexible to changing processes and is open to making improvements to overall performance.
Some of what you will do:
- Work with industry, agencies, tribes and other stakeholders to design and evaluate complex oil spill drills which validate the efficacy of oil spill plans.
- Help the state’s drill program evolve and innovate into the future as we document lessons learned from spills and drills.
- Lead and teach others on the Spills team in their work to produce written evaluations of oil spill drills.
- Recommend internal procedures, regulatory standards and create training presentations on drills and plans to increase the understanding of oil spill readiness.
- Work on performance measures, track information and review data for trends.
- Support the program in 24/7 oil spill response capability as a member of the Incident Management Team.

What is Required to Apply

Qualifications
Required Qualifications:
A Bachelor’s or a Master’s degree in Marine Transportation, Marine Policy, Marine Affairs, Naval Architecture, Marine Engineering, natural or environmental science or closely related field
AND
Four (4) years of experience in the field of oil spill response, planning, or response equipment inspection, participating in drills, or as a marine science technician in the maritime industry.
OR
Three (3) years of experience as a Marine Transportation Safety Specialist 2 (MTSS2) working in planning, oil spill response, and participating in drills.
Desired Qualifications:
- A Master’s Degree in Marine Transportation, Marine Policy, Marine Affairs, Naval Architecture, Marine Engineering, or natural or environmental science.
- Three (3) years or more of leadership experience on projects and leading teams.
- Exceptional project and planning management skills.
- Exceptional communication skills both written and oral.
- Ability to build and manage interpersonal relationships.
- Knowledge of oil spill issues affecting spill trends.
- Proficiency in MS Office software.
Special Requirements / Conditions of Employment:
- The position normally works in a relatively sedentary open office environment, working with computers and other office equipment for long periods of time. However, position also may require spill response in field work which could involve several hours of standing, walking, or squatting each day.
- This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 300, 700 and 800. Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
- Be able to obtain the Transportation Worker Identification Credential (TWIC card) which entails a detailed background check.
- Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
- Hold and maintain a valid Washington driver’s license and be able to operate a motor vehicle.
