About the Position
Olympia Parks, Arts and Recreation is seeking a collaborative, innovative and effective leader to successfully fill the Supervisor III position in Parks Maintenance. The successful candidate will be responsible for supervising staff, planning and managing the operations of the Park Stewardship Program. Park Stewardship includes the following programs: Volunteer in Parks, Environmental Education and Park Ranger. This position also provides support to Parks Operations and Maintenance.

The essential functions of this position include but are not limited to:
- Scope and Impact: Supervisor III is the mid-level in the Supervisor series with its focus on supervising one or more sections where the scope of work may affect other departments within the City; is technically complex, and/or may have high level of community visibility.
- Impact may be city-wide and limited in scope if affecting the community.
- Supervisory responsibilities: Selects, disciplines, schedules assigned staff, assign and prioritize duties, and evaluate performance and training needs.
- Decision-making: Critical decision making is part of the daily duties. Decisions impact other departments and the community.
- Problem-resolution: Generally complex in nature, may require substantial research and analysis, and tradeoffs and risks must be considered.
- Policies and procedures: Develops and implements for sections(s); some policies and procedures impact department-wide and provides input to City wide policies and procedures.
- Budget responsibilities: Develops, monitors, and tracks for grants and program.
- Section performance: Develops and implements goals, objectives, and strategies; develops performance measures and corrective action strategies; tracks and reports performance.
- Verbal communication: Variety of audiences with city staff, City Council, public and community interactions, and involves issues where cooperation and/or compliance may be difficult to achieve; interactions may be confrontational or difficult; may make formal and informal presentations to City Council, City staff, and/or public groups.
- Written communication: Memorandum, letters, reports, bid specifications, grant applications, and/or contracts that are complex, sensitive, and/or highly technical.
- Section/program work performed: The majority of work time is spent performing supervisory duties with oversight of service delivery.
- Punctual, regular and reliable attendance is essential for successful job performance.

Minimum qualifications & Requirements
Knowledge/Skills/Abilities As Appropriate for Position:
- General office procedures and practices.
- Ability to work independently from general guidelines and broad program objectives.
- Provide effective supervision of staff, including work assignment and organization, performance standards and evaluation, hiring and disciplinary decisions and actions, and training, coaching and motivating.
- Perform responsible and complex technical, administrative and/or clerical work using independent judgment, initiative and discretion. Knowledge of environmental stewardship and enforcement preferred.
- Learn, apply, accurately interpret and explain complex laws, regulations, ordinances, policies and procedures related to parks, shorelines, critical areas, enforcement and other related areas.
- Analyze complex issues and make accurate decisions independently. Issues often involve several stakeholders and can be sensitive topics.
- Communicate effectively both verbally and in writing. Requires clear, accurate and timely communication.
- Operate a variety of office machines, telecommunications and personal computer equipment and software including word processing, database, spreadsheet, and presentation programs at a level of proficiency required for position.
- Knowledge of applicable federal, state and local policies and regulations pertaining to park code, enforcement and environment.
- Ability to interpret and apply policies, regulations and laws to issues as appropriate for position.
- Knowledge of current principles and practices relating to budgeting, planning, policy development and implementation of program related activities.
- Ability to analyze organizational/operational problems, implement an effective course of action, and provide leadership to ensure positive results.

Experience/Education:
- Specialized knowledge in environmental stewardship, volunteerism, park ranger and/or enforcement.
- Supervisory experience required. Two years or more of supervisory experience preferred.
- Four year college or university degree in related program preferred.
- Must be at least a high school graduate or possess a GED.
- Knowledge of laws, regulations and procedures related to federal, state and local park enforcement and environmental issues.
Special Requirements:
- Must be eighteen (18) years of age or older.
- Possession of a valid Washington State Driver’s License is required and is a condition of continued employment.
- Possession of, or ability to obtain, a valid First Aide/CPR/Automatic External Defibrillator (AED) card.
- Successful completion of a criminal history background investigation.
- In accordance with the Child and Adult Abuse Act (RCW 43.43), applicants considered for appointment will be required to undergo a criminal inquiry relating to crimes against persons that will be conducted prior to hire.

- The Supervisor works collaboratively with other section supervisors to achieve common goals of the line of business and the department.

- Contacts with vendors/manufacturers are for the purpose of purchasing supplies and equipment.

Working Conditions and Physical Requirements:
- Supervisors work in an office setting and may also include fieldwork.
- Work may involve travel to various locations including outdoor settings, activity at field or program service delivery work sites, and some evening and/or weekend hours.
- Supervisors operate a variety of office equipment which may require keyboarding, sitting for long periods of time, and mobility to attending meetings and visit work and/or construction sites as necessary.
- Field assignments may require work in inclement weather at dirty, wet, noisy, and/or cramped work sites, may require strenuous physical effort and/or physical agility, and may require working in potentially hazardous conditions.
- The work may occasionally involve strenuous physical labor, physical dexterity, and/or require mechanical aptitude.
