Conditions of Employment 
This is a full time, temporary, exempt position. Reappointment to this position is dependent upon the individual’s performance as well as administrative and budgetary considerations. The university reserves the right to terminate this appointment earlier than the scheduled expiration date.

Reporting to the Director of Operational Sustainability, the Energy and Sustainability Analyst leads energy conservation initiatives for the University involving the analysis, development, and evaluation of complex programs with broad impact. The incumbent assesses, formulates, and evaluates the impact of recommended or implemented policies from a strategic and operational perspective and may oversee day-to-day energy and sustainability projects and provide lead work direction to other professional or administrative staff, with accountability for results. This position requires regular participation in planning and development activities, tracking, maintaining and reporting on greenhouse gas emissions, reading and reviewing building, electrical and structural design drawings with an energy and sustainability lens, assisting with energy and sustainability grant submissions, submitting monthly and annual energy and utility reports, as required, independent determination of methods to meet programmatic or administrative goals. In addition, the incumbent is responsible for functions related to the University’s utility (electricity, natural gas, water, sewer, and solar) usage and associated conservation efforts. The incumbent serves as a contact for the energy conservation program, for faculty and student energy and sustainability projects, and as the key technical advisor on energy-related issues to management. The incumbent may manage relationships with outside entities or agencies and manage sensitive information and situations. Work is reviewed against overall goals and objectives, with full accountability for results, requiring the use of appreciable judgment in the development of policies and procedures related to issues frequently not covered by existing policies and procedures.

Major duties of the position include, but are not limited to, the following in support of Facilities Management and routinely involves the independent determination of approaches to projects and priorities, with work being reviewed against overall goals and objectives with full accountability for results.

  • Energy Conservation:
  • Serve as the project lead for the implementation and operation of a campus Energy Information System (EIS).
  • Observe, investigate, and evaluate current operating strategies, using the campus Energy Management System (EMS) and other available resources to gather data regarding the operation of mechanical, electrical, and water consuming equipment.
  • Make recommendations to management for strategies and procedures that will reduce consumption or provide better control and feedback. This identification and implementation requires a close working relationship with various journey level trades and engineering staff. Recommendations may also involve other campus departments and may include coordination with outside groups.
  • Meet regularly with campus plant operations staff and leadership to discuss and trial energy reduction initiatives
  • Coordinate an energy reduction team to audit and guide campus faculty and staff in energy reduction initiatives impacting department level behavioral changes.
  • Implement elements of the CSU Sustainability Policy related to energy conservation. Coordinate awareness and educational campaigns and competitions for energy conservation. Develop and implement energy conservation strategies to encourage behavioral changes from the broader campus community.
  • Coordinate with Campus Planning Committee, customers, and scheduling to ensure building equipment operating schedules are set appropriately. Use Energy and scheduling software applications to confirm and adjust schedules as needed.
  • Serve as the project lead for campus renewable energy expansion.
  • Work with students and faculty to assist with research projects that target campus water, energy, waste and greenhouse gas emissions reduction strategies.

Utility Billing and Reporting:

  • Responsible for gathering and maintaining all utility usage data using a campus Energy Information System (EIS), this includes maintaining programs and spreadsheets necessary to present and summarize utility usage and cost data to management.
  • Participate in the review and analysis of this data in order to identify energy use trends, reporting or billing errors, and potential projects to optimize the use of campus utilities. Disseminate utility consumption reports and billings to the appropriate administrators, Chancellor’s Office, and auxiliary organizations. Also, develops utility use and cost projections for future fiscal years.
  • Serve as campus liaison/advocate to all utility providers -these include Pacific Gas and Electric (PG&E), Department of General Services (DGS), Shell, and the City of Rohnert Park, and other entities as appropriate. Determine and verify the appropriateness of rate structures and billings charged to the campus.
  • Perform energy usage and cost estimates for space usage requests. Develop projected energy consumption and costs for buildings given certain or changing operating parameters.

Sustainability:

  • Responsible for maintaining day-to-day operations of the campus recycling and composting, coordinating student assistants, interns, volunteers, faculty and visitors.
  • Work with other sustainability team members as well as faculty and students on multifaceted sustainability projects, targeting the reduction of campus energy, water, waste, and greenhouse gas emissions.
  • Participate in campus energy and sustainability meetings, tours, and events on and off campus
  • Locate and assist with local, state, and federal grant submissions targeting funding for energy and sustainability projects that reduce campus energy, water, waste, and greenhouse gas emissions.

Project Planning and Development:

  • Define parameters and performance requirements in the development of Request for Proposals and perform design and construction reviews of energy-related components of all projects. Work with project team members to ensure compliance with utilities related contract requirements and documents all non-conformance items. Ensure designs meet or exceed California Title 24 requirements.
  • Solicit qualification statements from engineering consultants and leads or participate on teams that select the most qualified firms for the development of larger conservation projects. Lead or participate in teams to plan, develop, and design conservation projects and operational strategies -this includes project identification and analysis, cost estimates, energy savings calculations, and implementation.
  • Seek out various funding sources available for energy and sustainability conservation projects, such as grants or financial awards. Provide economic analysis for the purpose of making recommendations for the lowest cost financing alternative.

Committees and Customer Service:

  • Participate on the campus Sustainability Committee. Attend system-wide Energy and Utility Managers Committee meetings which meet at various locations across the state.
  • Represent the Sonoma State campus on energy-related issues with the Chancellor’s Office and other state entities.
  • Serve as an in-house technical advisor on energy and utility-related issues for the campus and auxiliaries. Serve as key customer service contact to the campus community regarding energy issues.
  • Performs other secondary duties as assigned.

Duties take place mostly in an office setting located at Sonoma State University. The normal work schedule is Monday through Friday aligned with regular campus hours. As an exempt employee, you have some flexibility in your schedule, however, must be available during the regular campus hours Monday through Friday to meet the operational needs of the campus and department. Your specific start time is determined by your Appropriate Administrator. Evening and weekend hours may be required and will be specified only by the supervisor to meet operational needs. The incumbent must maintain regular and acceptable attendance at such levels as is determined by the Appropriate Administrator. The position may require occasional travel, by automobile and airplane, and the incumbent must be able to work some night and weekend hours with overnight stays.

Qualifications 
This position requires a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of sustainability and energy conservation policies, procedures, practices, and programs. Bachelor’s Degree in Engineering, Biology, Environmental Studies, Business, or related field preferred. Entry to this classification requires general knowledge and skills in sustainability and energy conservation in a large organization. Leadership in Energy and Environmental Design Accredited Professional (LEED AP) or Green Associate a plus. Certified Energy Manager (CEM) a plus.

  • Ability to make independent decisions and exercise sound judgment and discretion.
  • Working knowledge of operational and fiscal analysis and techniques.
  • Working knowledge of budget policies and procedures.
  • Ability to take the initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
  • Ability to train others on new skills and procedures and provide lead work direction.
  • Ability to interpret and integrate complex data and information to formulate appropriate courses of action which could have a broad and far-reaching impact.
  • Ability to apply appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.
  • Thorough knowledge of and ability to apply extensive expertise to sustainability and energy conservation programs and administrative specialties, including codes and regulations such as AB32, and the CSU Sustainability Policy.
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  • Ability to influence key objectives and longer-term goals of an organizational unit and/or program with high visibility or broad impact within and outside the organization.
  • Experience in developing green-house gas reduction, energy conservation, and renewable energy projects and project management.
  • Ability to understand energy conservation and sustainability related problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
  • Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrate consultative skills in working with internal and external constituent groups.
  • Ability to apply advanced theories, principles, methods, and practices as it relates to new technologies.
  • Ability to effectively communicate and present ideas and concepts, and to use expertise, in written or presentation format and use consultative and facilitation skills, as well as persuasion and negotiation skills to gain consensus.

Must have the ability to effectively communicate with all levels within the university and establish and maintain productive and effective, inclusive working relationships amongst diverse populations including staff, faculty, administration, students, and other internal and external constituents. Must be able to accept constructive feedback and work cooperatively in group situations.
