ENERCON is seeking a Biological Practice Lead, FERC/NEPA Project Manager for a position reporting to the Tampa, FL or Atlanta (Kennesaw), GA office, to lead the preparation of third-party NEPA documents (EAs or EISs) and/or FERC Resource Reports for natural gas, crude oil, refined product or natural gas liquid (NGL) pipelines and pipeline conversions.

This position will also prepare local, state, and federal permit applications and environmental documents for Waters of the U.S., listed species, floodplains, hydrostatic testing, and other permit needs. Typical tasks managed include Clean Water Act Section 404 delineations and reconnaissance level assessments of wetlands and Waters of the US; Threatened and Endangered species surveys and habitat assessments; preparation of reports and permit applications; and collection and management of GIS data.

Office work typically consists of writing reports for projects that have been evaluated in the field. Travel is generally within Texas and surrounding states but may extend beyond this range. Overnight travel on short notice is possible.

Ensure that the team maintain schedules, budgets, and quality of deliverables.

Assist with development and execution of business plan and implementation, market assessment and planning, contract negotiation, and product and service development.

Develop and maintain key client relationships

Demonstrated experience developing business

Attract and retain professional staff

Experience managing, and mentoring technical staff

Interact with colleagues in your service line across the nation

 

As a qualified candidate, you will have the above experience and meet the below requirements:

At least 10 years of progressively responsible environmental consulting experience

B.S. in Engineering or Sciences required

Master’s degree or PhD in environmental or physical sciences a plus;

A demonstrated record of successful, high quality FERC, NEPA, waters of the U.S., and listed species permitting projects for oil and gas mid-stream clients;

Project management skills with proven financial, schedule, and scope compliance for projects exceeding $1M in fees;

The ability to lead a diverse project team that includes client representatives, regulators, scientists, and contractors; and

The ability to communicate highly technical environmental data to a range of audiences from agency regulators to elected officials and landowners.

Proficient with MS Word, Excel, and PowerPoint

Existing relationships with relevant agencies (FERC, USACE, USFWS, DEQ)

Good driving record

Ability to travel 20%-25%; duration of travel may vary depending on project and client needs, ranging from a few days to a few weeks.

Ability to pass a pre-employment and random drug and alcohol screenings; ENERCON and client specific background checks; and an annual motor vehicle record (MVR) according to company and client policies
