Summary

We are seeking a skilled, enthusiastic and dedicated Solid Waste Facilities Supervisor (Health and Environmental Investigator IV) in the Solid Waste, Rodent and Zoonotic Diseases Program. The incumbent serves in a key leadership position supporting a team of five professional staff who oversee environmental regulatory compliance for permitted and “permit exempt” solid waste handling facilities and landfills located throughout King County. The incumbent works closely with a co-supervisor responsible for leading additional program areas including illegal dumping, rodent control, zoonotic disease prevention, and homeless shelter environmental health. The responsibilities include overall program management, advancing racial equity and social justice, recruiting, developing, and supervising program staff, developing and maintaining strong working relationships with agency partners and regulated entities, and resolving conflict with a combination of negotiation, diplomacy, and tact.

WORK SCHEDULE: This full time position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. The normal workweek is Monday – Friday. Occasional evening and weekend work may be required.

Job Duties

Key Expectations and Essential Duties of the position:

  •  Provide leadership for all aspects of solid waste program services including solid waste facility permitting and compliance, waste characterization, and biomedical waste management.
  • Provide high level evaluation and regulatory oversight for the region’s largest compost facility.
  • Implement a significant revision of Chapter 173-350 WAC “Solid Waste Handling Standards,” including new local oversight responsibilities for approximately 100 “permit exempt” facilities.
  • Provide leadership support as needed for rodent control, illegal dumping, pet businesses, and homelessness programs.
  • Develop and maintain a positive, supportive, and high performing team culture using a combination of individual coaching, team development, recognition, and performance feedback.
  • Manage program finances including budget development, expense monitoring, inventory control, and financial reporting.
  • With assistance from senior management and finance staff, evaluate and update the program’s revenue strategy, including a fee schedule for approximately 100 “permit exempt” facilities.
  • Negotiate and manage program contracts including writing scopes of work, conducting performance monitoring, and preparing invoices and reports.
  • Participate on the Division’s Leadership Team of senior managers and supervisors, and ensure the Division’s strategic goals and values are reflected in program operations.
  • Advances the principles of equity and social justice in all aspects of program operations and services, and participates in creating a racially just workplace.
  • Serve as a technical expert to program staff on solid waste facility operations and compliance.
  • Serve as the Department and Division’s primary point of contact for resolving complex compliance and customer service issues related to solid waste facilities.
  • Develop and lead long-range goals for program in collaboration with Division leadership.
  • Develop and maintain strong working relationships with program stakeholders.
  • Represent the Department and Division with elected officials, boards, and committees.
  • Lead the development and revision of King County Board of Health code, and ensure appropriate policies and procedures are in place and maintained.
  • Perform Health and Environmental Investigator III duties in addition to the above when workload requires.

Experience, Qualifications, Knowledge, Skills

Required Qualifications

  • Minimum of three years of related work experience in environmental health, regulatory compliance, solid waste management, or a closely related field.
  • Minimum of two years of project or program management experience including staff supervision, performance management, and program evaluation.
  • Ability to network and develop strategic working relationships with internal and external program stakeholders.
  • Ability to work in a fast-paced environment with multiple competing workload demands.
  • Proficiency in conducting presentations in different settings, including elected officials, public community meetings, and small groups.
  • Knowledge of equity and social justice principles and practices.
  • Knowledge and experience applying personnel management principles and techniques in a unionized environment.
  • Knowledge and skill in interest-based negotiation and conflict resolution.
  • Skill synthesizing a variety of information and assessing organizational and political impacts.
  • Ability to develop performance metrics, analyze performance data and apply data to decision-making.
  • Excellent oral and written communications skills, including public speaking and communicating with people and groups from different cultural, ethnic, and language backgrounds.
  • Knowledge and skill in contracts and grant management, budgeting and fiscal management, and continuous improvement.
  • Experience working successfully with language and ethnically diverse populations, and understanding and overcoming barriers to underserved populations.
  • Ability to use Microsoft Office 365 suite including Outlook, Word, Excel, OneDrive, and SharePoint.

Desired Qualifications 

  • Knowledge of occupational and environmental hazards and worker safety practices and procedures.
  • Experience in solid waste facility operations and compliance.
  • Knowledge of state and local solid and hazardous waste regulations.
  • Ability to apply continuous improvement practices.
  • Experience developing and negotiating program fees and rates.

Licensing/Certification Requirements.

  • Valid Washington State driver’s license.
  • Registered Sanitarian (Washington State Board of Registered Sanitarians) or Registered Environmental Health Specialist (National Environmental Health Association), or ability to obtain certification within six months of hire.
  • Manager of Landfill Operations (Solid Waste Association of North America), or ability to obtain certification within six months of hire.
  • Compost Facility Operator Training (Washington Organic Recycling Council), Managing Composting Programs (Solid Waste Association of North America), or equivalent certification or training within one year of hire.
