Emergency Management Program Specialist 3
Camp Murray, WA

This is a project position expected to last up to 60 months.  

Under the supervision of the Mitigation and Recovery Section Manager, this position has delegated responsibility to manage the annual hazard mitigation grant programs, which include the Federal Emergency Management Agency’s Pre-Disaster Mitigation and Flood Mitigation Assistance programs.

This position also has delegated responsibility for overseeing and coordinating selected sub-grants awarded under the Hazard Mitigation Grant Program, as well as hazard mitigation planning and resilience outreach efforts.

Responsible to provide grant management and oversite for all annual mitigation grant programs awarded to the state, in coordination with the State Hazard Mitigation Officer.

Provide and deliver hazard mitigation outreach, technical assistance, subject matter training, and public education to support mitigation efforts and enhance community resilience throughout the state.

Lead the review team for local and tribal mitigation plans submitted to WA EMD and provide technical assistance to stakeholders regarding their mitigation planning efforts.
Qualifications

REQUIRED

Two years of experience as an Emergency Management Program Specialist 2;

OR

A Bachelor’s degree AND four years of professional level experience in emergency management, financial management (grant, contracting, claims management, budgeting) training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.

Additional qualifying experience will substitute, year for year for the education requirement.  A Master’s degree or Ph.D degree will substitute for one year of the experience requirement. 

DESIRED

Experience:

Two years of experience in one or a combination of the following:

  • Writing, reviewing, and implementing strategic, mitigation, recovery, or operational plans.
  • Providing guidance for plan development to include outreach and training on planning efforts.
  • Facilitating work groups with diverse stakeholders which included sharing information, making decisions, and implementing strategies.
  • Grant management.
  • Reviewing, interpreting, and explaining regulations or grant requirements.

Skills & Abilities to:

  • Grants management – Develop, negotiate, implement, monitor, and evaluate grants for federal, state, local governments, and private entities.
  • Microsoft Office – Use Microsoft Office (Word, Excel, Outlook, PowerPoint, SharePoint, or similar software) to develop complex documents in support of program objectives.

Knowledge of:

  • State and federal planning standards and requirements.

Supplemental Information

CONDITIONS OF EMPLOYMENT

Background Investigation: Must successfully complete the appropriate background checks required for employment.  Must be willing to sign releases of information and shall not have access to any investigative materials and files.  The processing of background checks can take up to six months post-employment.  Failure to successfully pass a background check may be cause for termination.

Union Shop Provision: This position is covered by a union shop provision – Washington Federation of State Employees.

Driver’s License: If selected for the position, must maintain and/or obtain a valid State of Washington driver’s license prior to the date hired and be qualified to drive a state vehicle as required to accomplish program requirements.

Military Facility: Willingness to work on a Military Controlled Access Installation.

Work Hours: The standard workweek will be Tuesday through Friday with Mondays off for 4/10 hour schedule.  The actual work hours will be established between the employee and immediate supervisor and will start no earlier than 6:00am and end no later than 6:00pm.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Occasional travel required – up to 10% to include overnight stays.
