The District Wildlife Biologist will direct, coordinate, supervise and implement all wildlife management activities in the North Willamette Watershed District. Direct the collection of biological information on wildlife populations and physical information on the quantity and quality of wildlife habitat in the District. Formulate and implement recommendations and management actions to manage the consumptive and non-consumptive uses of wildlife, and maintain or improve wildlife populations and their habitats. Respond and resolve complaints of wildlife causing damage, wildlife-human conflicts or wildlife related public safety problems. Serve as a technical advisor on wildlife related matters to the public, landowners, and other public agencies within the District. The major roles and responsibilities of this position are to:
Direct wildlife management activities of the North Willamette Watershed District:
• Administer and provide oversight of all activities and issues related to wildlife management in this geographic area. Assure district activities are consistent with Oregon laws and rules and with agency policies, procedures and plans adopted by the Oregon Fish and Wildlife Commission and ODFW Wildlife Division. Coordinate with local tribes on activities and issues related to wildlife management on tribal lands and in the Trask Wildlife Management Unit.
• Consult and coordinate with the Sauvie Island Wildlife Management Area Manager concerning all wildlife management activities and issues on the Area to ensure consistency and compatibility with District goals and objectives.
• Direct implementation of wildlife management in the district consistent with species management plan goals, objectives, and criteria adopted by the Oregon Fish and Wildlife Commission. Administer and provide district oversight for agency involvement in recovery actions for federal and state listed Endangered, Threatened and Sensitive wildlife species.
• Review wildlife-related plans and activities of the volunteer program to ensure compatibility with District goals and objectives. Develop activities for implementation by volunteers, and may direct and oversee volunteer projects.
• Develop hunting regulation proposals for District units, recommend seasons and numbers of tags to be issued for controlled and emergency hunts, participate in regulation planning/review meetings with Wildlife Division, and represent the agency at public meetings concerning hunting regulations. Coordinate with the Watershed Manager and local tribal natural resource staff to facilitate distribution of tribal hunting tags.
• Coordinate and complete inspections of wildlife holding and rehabilitation facilities, cervid propagation facilities, etc. to assure agency regulated operations are consistent with Oregon laws and administrative rules.
• Investigate, coordinate, and assist with regulation, acquisition and maintenance of public access sites to promote public use and recreation associated with district wildlife resources.
• Prepare and/or direct the preparation of weekly, monthly, and special reports including species status reports and correspondence to government agencies and the public. Answer very large numbers of telephone, email, mail and fax requests for information from ODFW staff, other agencies, and the public.
Direct agency response to wildlife damage, human-wildlife conflicts and safety issues, and injured wildlife in the North Willamette Watershed District:
• Oversee and conduct investigations of reports of wildlife damage and wildlife-human safety conflicts, and formulate actions to resolve these conflicts in compliance with Department regulations and policies. Develop controlled and emergency hunts, issue kill permits, issue hazing permits, develop fencing agreements, live trap and relocate or euthanize problem animals, or implement other actions to alleviate wildlife conflicts.
• Communicate and coordinate with USDA Wildlife Services Agents for predator control on applicable agricultural lands and for resolution of human safety issues.
• Advise and assist landowners on actions to reduce or eliminate wildlife damage, nuisance and safety issues.
• Use firearms to euthanize or immobilize injured, sick or dangerous wildlife. Maintain proficiency in the use of firearms for these purposes.
Plan, supervise, conduct, and evaluate information from biological and physical surveys to assess the status of wildlife populations and their habitats.
Supervise staff and monitor budgets and property associated with the wildlife management team of the North Willamette Watershed District.
Coordinate activities related to the protection and enhancement of wildlife habitat in the district:
• Develop priorities and plans for wildlife habitat enhancement programs in the district and direct the activities of staff designing or coordinating specific habitat improvement projects and related monitoring. Provide information and guidance to staff to promote project designs that maximize potential benefits to fish and wildlife populations.
• Work with landowners to promote cooperative wildlife habitat improvement projects on public and private lands.
• Provide oversight, review of written responses, and assistance to staff relating to permit review for Army Corps of Engineers, Division of State Lands, cities and counties, or State Forestry for operations, development activities or projects that could negatively impact wildlife habitat.
• Coordinate district response to emergencies affecting wildlife populations and habitat such as HAZMAT spills and associated wildlife mortality, spill related wildlife rehabilitation, and other contingencies.
• Participate in city, county, regional, and statewide planning efforts to assure that wildlife habitat is protected. Represent the agency at public hearings and meetings related to these issues.
• Provide information to state, federal, tribal and private land managers on effects of their land management practices and operations on wildlife habitat. Inspect operations of concern to assess potential impacts to wildlife species and their habitats.
• Review and provide written comments on large numbers of documents from federal, state, tribal and local governments such as environmental impact statements, proposed land use changes, and other habitat altering activities.
Other duties and responsibilities:
• As assigned, represent West Region or North Willamette Watershed in regional/statewide wildlife planning processes, wildlife-related regulatory reviews, or special projects convened by Wildlife Division.
• Plan, supervise, monitor, coordinate, and conduct actions and tasks intended to project a positive image of the Department to residents in the Portland metro area and to increase their awareness of ODFW.
• Assist with enforcement of fish and wildlife laws through coordinated enforcement planning (CEP) and cooperation with Oregon State Police, and provide expert testimony at trials and hearings.
Working Conditions
• Frequent travel by motor vehicle on paved and unimproved roads, occasionally in rugged mountainous terrain and adverse weather conditions during the day and night. Vehicle travel of 100 miles per day or more may be required. Frequent travel on foot over rugged terrain, in slippery conditions along water ways, and in inclement weather.
• Occasional travel in contracted aircraft over remote mountainous terrain, potentially in adverse weather, while conducting wildlife census (several weeks per year).
• Occasional contact with public in adverse situations.
• Works a professional workweek. This may include working weekends, late evenings or early mornings and overnight travel. Position is not eligible for overtime.
• This position requires training and certification in the use of wildlife immobilization chemicals for restraining and capturing wildlife.
• This position requires a Boater Education Card obtained through the Oregon State Marine Board. There are some exceptions to this (e.g., Coast Guard Boat Operator License or commercial fishing license). For further information, access the Web site at www.boatoregon.com. • This position requires Hazardous Waste Operations Emergency Response (HAZWOPER) training certification to respond to hazardous material spill events. • Criminal Records/DMV Check

Qualifications, Required & Requested Skills
Minimum Qualifications
• Three years of biological experience performing studies, research, or resource management activities in a fish or wildlife program. At least one year of the experience must be at a technical or professional level performing activities in a fish or wildlife program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND
• A Bachelor’s degree in Fisheries or Wildlife Science or a closely-related Bachelor’s degree with at least 45 quarter (30 semester) hours of biological/ecological coursework, or three additional years of biological experience performing studies, research, or resource management activities in a fisheries or wildlife program.
• One year of experience must have included leadwork or supervisory duties.
A Master’s degree in Fisheries or Wildlife Science or a closely-related Master’s degree in biological/ecological sciences will substitute for up to one year of the required experience.
A Doctorate degree in Fisheries or Wildlife Science or a closely-related Doctorate degree in biological/ecological sciences will substitute for up to two years of the required experience.
Applicants who have obtained a Master’s degree or Doctorate that included work experience from an internship, work/study, thesis, or similar program may list this experience in their application to receive credit for the work experience. The Master’s degree/Doctorate and applicable work experience will be considered separately and both the education and applicable experience may count toward minimum qualifications.
