Summary
Deschutes County is accepting applications for a GIS Analyst. This position is responsible for providing professional-level GIS support. The incumbent should possess an in-depth understanding of GIS data and theory, and the methods of operating a GIS to develop and analyze data that can be used to support decision making. Duties include defining GIS needs and creating a variety of paper or digital cartographic products, data, or other outputs; performing complex spatial analysis and database queries; designing, creating, and maintain geo databases; developing and maintaining data layers and spatial data structures using GIS tools and relational databases; converting data into alternative formats; writing and maintaining models or scripts in order to automate processes or build reproducible analysis tools; determining end user GIS requirements and create solutions from desktop and/or online GIS resources, tools, and templates; providing first-level GIS related technical support and assistance to staff; analyzing problems and implementing solutions according to Information Technology Department existing procedures; responding to help desk tickets and calls for assistance; and documenting call records and results.

Compensation
$4,191.15 to $5,616.54 per month for a 172.67 hour work month. Salary normally starts at the first step. Excellent County benefit package when eligible. This union represented position is available immediately.

Minimum Qualifications
Associate’s Degree in Engineering, Computer Science, or a closely related field; AND two years of experience providing technical support for computers; OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.

Must have knowledge of:

  • County policies and procedures.
  • Principles, practices, concepts and techniques of Geographic Information Systems (GIS) theory and function.
  • Principles and techniques of Geographic Information System (GIS) software, including data compilation, ESRI database management systems, and graphics applications.
  • Technical support principles, processes, and standards.
  • Hardware and software troubleshooting techniques.
  • Principles of record keeping, case files, and records management.

Must have skill in:

  • Using GIS – ESRI software suite programs.
  • Compiling and manipulating GIS data sets, and maintaining technical records and files.
  • Reading and analyzing geographic information in a variety of data formats and projections.
  • Producing maps and cartographic products.
  • Assessing customer support needs and implementing effective solutions.
  • Using basic tools, equipment, and procedures for maintaining computers and peripheral devices
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Communicating effectively verbally and in writing.

Must have the ability to:

  • Demonstrate courteous behavior when interacting with visitors and County staff.
  • Promote County goals and priorities, and comply with all policies and procedures.
  • Assessing customer support needs and implementing effective solutions.

Necessary Special Requirements
Possession of or ability to obtain a valid Oregon driver’s license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver’s license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Physical Requirements. Must have the ability to work in an office that is environmentally controlled; possess sufficient hand coordination to perform keyboarding and data entry at an advanced level; arm/hand movements to retrieve work materials and operate a variety of general office equipment; visual acuity to read small type; and the ambulatory ability to attend meetings in other offices or conference rooms. The position is frequently required to sit, walk, stoop, bend, kneel, reach, stand, grasp, talk, hear, see, and lift up to 10 pounds.
