Overview

The City of Gresham, Department of Environmental Services, is seeking qualified candidates to fill a Limited-term Environmental Specialist II position within the Water Resources Division. This position will support the Regulatory Water Services Program.

This is a limited duration position, through June 30, 2019. Based on upcoming fiscal year budget approval, the City may extend the position to a maximum of two years.  A flexible schedule may be an option for the qualified candidate who would like to work 32 – 40 hours/week; to be determined with mutual agreement between the chosen candidate and the City.

The Program’s main purposes are to ensure compliance with wastewater regulations, and cooperation between local jurisdictions and businesses. Our team works with over 500 commercial and industrial businesses to meet local, state and federal water quality requirements. The City holds Wastewater and Stormwater National Pollutant Discharge Elimination System (NPDES) Permits.

Position Description

You’ll be part of a team working to protect water resources in Gresham and east county. Your primary role will be to support the Industrial Pretreatment Program. You’ll also have opportunities to learn about and work with Gresham’s utility rates and help prepare manual wastewater bills for large businesses. You’ll be involved with the business inspection program and have opportunities to work with businesses in the food service, automotive, and dental sectors, and businesses located within well field protection areas, to help them protect our water resources. You’ll also help with reporting to our regulatory agencies and contract cities. These include the Oregon Department of Environmental Quality, Oregon Water Resources, and the cities of Portland, Fairview, Wood Village, Troutdale, and the Rockwood Water People’s Utility District.

Work you’ll be involved with. To start out, you’ll be assisting with Industrial Pretreatment Program permitted business compliance. Some of the tasks you’ll be responsible for include the following.

  • Perform monthly Self-monitoring Report (SMR) compliance review and data input, flag for potential violations.
  • Prepare annual reports for five-year average annual, average dry weather, and average wet weather wastewater contributions for each permitted business.
  • Perform monthly review and data input for quarterly reporting on contract city flows.
  • Interface with Wastewater Treatment Plant operator on permitted business discharge permits and discharge sampling and lab reports.
  • Prepare permitted business Fact Sheet revisions and updates so that they mirror permits.
  • Determine permitted business eligibility for annual compliance awards; prepare awards and coordinate delivery.
  • Maintain records according to Industrial Pretreatment Program regulations and City procedures.
  • Assist with business inspections and reporting.
  • Work with businesses to complete environmental surveys; screen for businesses that should be included in one or more of the regulatory compliance areas.
  • Help coordinate compliance and education and outreach elements of the Mercury Minimization Plan for the dental business sector.
  • Help administer elements of the Hauled Waste Plan for Schools.
  • Prepare manual wastewater bill estimates for large businesses and local jurisdictions.
  • Help with education and outreach activities, including development of materials and staffing tables at community events.
  • Attend and participate in monthly Association of Clean Water Agencies Pretreatment Committee meetings, and regular Department, Division and team meetings.
  • Participate in training to advance your professional knowledge and proficiency in our program.

Once you become settled in your primary tasks, your responsibilities may broaden to include the following.

  • Assist with water conservation education and outreach activities, including development of expanded programming to support water rights.
  • Assist with implementation of expanded well field protection areas, which includes working with City and community stakeholders.

Qualifications

Knowledge of:

  • Regulatory water principles, practices and compliance methods (wastewater, drinking water and stormwater).
  • Wastewater, drinking water and stormwater utility infrastructure, delivery methods and measurement systems.
  • State and federal laws related to wastewater, drinking water and stormwater.
  • Technical and non-technical reporting and report-writing.
  • Presenting information to a variety of audiences.
  • Data research, gathering and analysis methods.
  • Word processing, spreadsheet and database software.
  • Basic math and algebraic calculations.

Ability to:

  • Collect field data, evidence, analyze information, and make recommendations regarding results.
  • Monitor wastewater discharges for regulatory compliance.
  • Prepare timely and accurate reports, billings and related follow-up activities.
  • Maintain current, accurate paper and electronic records.
  • Conduct field investigations and inspections.
  • Follow safety precautions at all times.
  • Learn and apply current and new city, state and federal codes and regulations.
  • Communicate effectively and establish positive working relationships with the public, business/industry representatives, and internal and external stakeholders.

  • Maintain a valid Oregon driver’s license.

Minimum Qualifications

  • High School diploma and 6 years’ experience in a technical or research-related environmental position -OR-
  • Associate degree in Environmental Science and 4 years’ experience in a technical or research-related environmental position -OR-
  • Bachelor’s degree in Environmental Science and 2 years’ experience in a technical or research-related environmental position -OR-
  • Master’s degree in Environmental Science or closely related field may be substituted for all or a portion of requested experience.

Preferred Qualifications:

  • Strong attention to detail
  • Demonstrated collaborative team experience
  • Demonstrated experience in records management to meet compliance requirements
