Ecology Spills Program’s mission is to protect Washington’s environment, public health and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program’s vision is to prevent, prepare for, and respond aggressively to oil spills; to be our best for the State of Washington. Our Spills goal is “zero spills.”
Some of the key work activities of the Spills Program Enforcement Coordinator position include:
Serve as the SPPR Program Enforcement Coordinator and agency expert on the enforcement process, and its execution to best ensure legal compliance. This work includes:
- Manage, coordinate, compose, issue, and track all enforcement activities for the program, with assistance from responders and other staff.
- Compose and/or coordinate drafting of enforcement documents, such as, reports, recommendations, and notices.
- Regularly brief and advise program management on legal and policy issues, and pending cases related to enforcement actions.
Manage cost recovery efforts for the program related to spill incidents and responses, with assistance from other staff. This work includes:
- Compose and/or coordinate drafting of cost recovery documents, such as, notices, reimbursement documents, and billings.
- Provide input and guidance to staff on cost recovery through updating procedures, job aides, and trainings.
- Navigate the reimbursement from the Oil Spill Liability Trust Fund administered by the National Pollution Fund Center.
Provide senior level expertise and analysis on statutes, regulations, and procedures related to maritime and oil handling issues. This work includes:
- Provide expert advice on maritime practices and procedures, international, federal, and state maritime environmental statutes and regulations, and complex oil spill prevention, preparedness, and response issues to program and state management.
- Research and analyze proposed changes to international and federal statutes and regulations related to maritime and oil-handling facilities.
- Analyze and assist in the development and implementation of administrative codes, policies, and procedures regarding enforcement actions for regulated vessels and oil-handling facilities.
