The Oregon Department of Environmental Quality currently has a full-time opportunity for a Project Manager (Project Manager 2) within our Water Quality Division in Portland, Oregon. The mission of the Department of Environmental Quality is to be a leader in restoring, maintaining, and enhancing the quality of Oregon’s air, water, and land. The Water Quality Division has a critical role in achieving the Department’s mission by developing policy, implementation tools, and implementation priorities for improving and protecting the quality of water in Oregon’s waterways. The Water Quality Division works cooperatively with the department’s three regional offices and the Laboratory to deliver programs and services that protect and enhance the quality of the waters of the state to protect public health and the environment.

What you will do!

The Project Manager works with diverse teams to provide project planning, structure, and management for the Water Quality Program and Agency. This position manages challenging and complex projects that require strategic thinking to meet the needs of program and the Agency. You will initiate, plan, execute, monitor, close, and facilitate water quality projects such as the State Water Quality Monitoring Strategy, electronic reporting for water quality permitting, and storm-water permitting rule making. This position also leads major Water Quality and Agency projects, develops project proposals, and acts as the administrator for awarded grants, as needed. You will develop and refine project management tools to document and track project work for major projects within the Water Quality Program and Agency. You will work closely with section-level managers to track projects as they evolve over time. You will work with management, DEQ internal and external stakeholders, state and federal agencies, and other project managers to successfully manage projects supporting water quality programs.

This is a full-time, AFSCME represented position.

What are we looking for?

  • 5 years of progressively responsible experience related to project management (Oregon Project Management Associate (OPMA) substitutes for 1 year of experience, and Bachelor’s degree in a related field substitutes for 3 years of experience).
  • Project Management Professional (PMP) certification preferred (PMP certification substitutes for 5 years of experience requirement).
  • Knowledge and experience in regulatory policies at local, state, and federal government levels.
  • Knowledge and experience in environmental science related fields.
  • Demonstration of strategic thinking in managing complex projects.
  • Skill in team building and conflict resolution.
  • Excellent verbal and written communication skills, organizational skills, and interpersonal skills.
  • Experience in strategic planning, plan implementation, and change management.
