The Air Quality Program (AQ) is looking to fill a Registration and Compliance Assurance Specialist (Environmental Specialist 3)(In-Training) position. This position is located in our Eastern Regional Office (ERO) in Spokane, WA.
The Registration and Compliance Assurance Specialist is responsible for conducting minor source inspections and document reviews to determine source compliance with applicable air quality requirements. Identifies violations of air quality requirements and works with senior staff to determine appropriate response to violations.

Duties
The Air Quality Program’s mission is to protect, preserve, and enhance the air quality of Washington to safeguard public health and the environment, and support high quality of life for current and future citizens.
Some of the key work activities of the Registration and Compliance Assurance Specialist are:
Compliance Assurance for minor sources of air pollution: This position has responsibility for
performing inspections at minor commercial/industrial facilities.
- Assigned to conducting on-site environmental inspections, reviewing and evaluating reports, and documenting all work through correspondence and reports.
- Provides regulatory assistance, and education to help facilities comply with and understand the regulations and permit conditions
Registration Program Technical Support: Provides assistance and serves as back-up for maintaining and updating information about minor sources in agency databases and tracking systems.
- Reviews and evaluates annual emission inventory data to determine compliance with permits and registration billing to gather information from minor air pollution sources.
- Assists with registration billing and notifications to minor sources.
Permit Management for major sources: Understanding and identify applicable federal and state requirements for ERO major sources.
- Conducts on-site environmental inspections and periodic Full Compliance Evaluations, observe and review stack test results, , , provide regulatory assistance, and document all work through correspondence and inspection reports.
- Enters and tracks data in the EPA ICIS-Air database for major sources and annual air pollution sources.
Once experienced, the successful candidate will complete over 40 compliance site visits and file reviews each year. This position will spend most of their time away from the office inspecting, providing technical assistance or education, and interacting with permittees. The successful candidate will help businesses understand the steps they need to take to comply with air quality regulations, or find solutions to permitting issues while allowing them to continue operating instead of going out of business.
This is one of the most important positions in the agency because the incumbent will develop professional relationships with permittees. They will be in the field a majority of the time so they will observe instances of non-compliance, be available to provide technical assistance or education, and is the person the businesses will interact with the most. You will work with a team of experienced inspectors and permit writers, who are customer-service oriented, adaptable to a dynamic work environment, and enjoy working with each other.
