JOB SUMMARY: The King County Water and Land Resources Division (WLRD) is hiring a Kokanee Conservation Coordinator (Project/Program Manager III).  This position will be located in the Regional Partnerships Unit (RPU), part of the Rural and Regional Services Section of the Water and Land Resources, a division of the Department of Natural Resources and Parks (DNRP). The position will report to the RPU, WLRD Director and DNRP Director’s Office.  The Kokanee Recovery Manager will work across King County agencies and with jurisdictions and partners within the Sammamish/Lake Washington watershed to advance kokanee conservation efforts. The position builds on the successful collaborative and adaptive framework established in 2007 and will continue partnership efforts with all DNRPs other salmon recovery efforts, particularly Water Resource Inventory Area 8 (WRIA 8).

WORK SCHEDULE: This SDA/TLT position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. This position is based on a 40-hour workweek. Attendance at evening meetings and weekend events will be required from time to time.
Job Duties

Examples of Key Responsibilities:

  • Work with partners to adapt and update Kokanee plan priorities and strategies, as necessary.
  • Organize, participate and potentially co-chair/coordinate the Kokanee Work Group – a multi-stakeholder committee responsible for providing technical input and science-based recommendations related to implementation and adaptation of the Kokanee recovery strategies in alignment with King County DNRP/Division leadership.
  • Develop and execute an Inter-local agreement, involving the County and the cities of Sammamish, Redmond, Issaquah, and Bellevue, that will support cost-sharing of emergency conservation measures initiated in 2019.
  • Commitment to equity and social justice principles and awareness of opportunities to apply principles and practices in the work of this position.
  • Project manage the integration and implementation of several emergency Kokanee conservation measures, including activities on public and private property and activities that may entail permitting.
  • Coordinate all technical studies and work in collaboration with WLR Division Science Section lead staff and agencies, such as WA Department of Fish & Wildlife (WDFW), US Fish and Wildlife (USFWS) and tribal governments.
  • Develop and implement communications plans in coordination with DNRP and Executive’s office, such as periodic interactions with local media and working on an independently-produced documentary film focused on local kokanee recovery efforts.
  • Increase awareness of Kokanee and their decline through education, outreach and communications programs to build a constituency to sustain long-term efforts. This can include organizing and conducting field trips, presentations, and tours.
  • Work with Lake Sammamish watershed jurisdictions to implement effective regulatory programs related to Kokanee conservation priorities including: stormwater programs, critical areas ordinances and shoreline master programs.
  • Work with Lake Sammamish watershed jurisdictions to develop incentive and non-regulatory approaches such as transfer of development rights (“TDR”) agreements with King County TDR program and land acquisition (e.g., through the Conservation Futures Tax program) to support habitat restoration and protection..
  • Support the implementation, by King County and/or partner entities in the Kokanee Work Group, of kokanee habitat capital project priorities as identified in the Kokanee Blueprint or other relevant plans, and the adaptation of habitat capital project plans to better support kokanee recovery
  • Coordinate policy reviews and compile input from relevant King County divisions, member jurisdictions, and partners to support Kokanee recovery. Prepare comment letters, issue papers, briefings and slide presentations, and make verbal presentations as needed.
  • Work in coordination with WRIA 8 Salmon Recovery Manager to identify and implement opportunities for mutually beneficial salmon conservation strategies and actions.
  • Work with project sponsors to manage grant process including research funding opportunities and establish partnerships to develop and implement priority projects.
  • Manage professional contracts, including procurement, contracting and contract oversight.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following:

  • Bachelor’s degree in regional or environmental planning, natural resource management, ecology, public policy, communications, or related field OR an equivalent combination of education and experience.
  • Minimum five (5) years of progressively responsible planning, program management and analytical work in a natural resource-based field applicable to the job.
  • Strong technical understanding of stream and lake ecosystems, habitat requirements for salmonids, and habitat restoration best-practices
  • Familiarity with the key governmental and non-governmental entities involved in salmon recovery and watershed management in Puget Sound.
  • Knowledge of a broad range of water resource issues including watershed planning, water quantity, water quality, and relevant legislation such as the Endangered Species Act.
  • Understanding of local government land-use planning frameworks, policies, programs and regulations.
  • Ability to work collaboratively with and build relationships among diverse interests
  • Knowledge of pertinent state laws, such as Washington State Growth Management Act and Shoreline Management Act, a plus.

The most competitive applicants will have the following experiences and qualifications:

  • Experience conducting research and overseeing technical studies. Past work developing and implementing habitat/impact monitoring plans that have directly/tangibly affected conversation strategies.
  • Excellent written and verbal communication skills. Experience preparing and delivering reports, issue papers, policy documents and presentations and conveying technical information in layperson terms to varied audience from elected officials to subject matter experts to the general public.
  • Applied experience identifying the need for and implementing science-based actions to adapt programs or actions, including stopping and/or modifying programs or actions that have had partner support.
  • Grant and/or proposal writing experience, preferably for water resource-related capital projects. Grant evaluation experience an asset.
  • Composure and professionalism in managing complex issues and a capacity to quickly respond to changing priorities, often under tight deadlines.
  • Team-oriented individual able to grasp issues quickly, take initiative, function independently on assigned projects and keep team-members appraised of key issues and developments.

Desired Skills and Qualifications

  • Experience working with elected officials, local and tribal government staff, nonprofits and private landowners
  • Direct experience in local critical areas permitting
  • Proficiency with Geographic Information Systems (GIS)
