GENERAL DESCRIPTION: The Forest and Fish Hydrologist will provide scientific expertise to protect, enhance and restore aquatic resources that support Treaty Resources. At the direction of department supervisors the Hydrologist will work throughout the Skagit and Samish Watershed to protect fish habitats from forestry related activities. The Hydrologist will also provide technical analysis, summaries and recommendations that minimize hydropower operational impacts to fishery resources. The position will provide technical analysis for: the management of water in regulatory processes, and restoration projects aimed at restoring watershed processes for fisheries enhancement. The Hydrologist will work with department staff to establish monitoring programs and response plans to a changing climate. She/he will function in both the regulatory and scientific arenas of natural resources management.

MINIMUM QUALIFICATIONS:

  1. Masters of Science in: Hydrology, Forestry, Environmental Science, or Natural Resources Management, and/or an equivalent combination of education and work experience which provides the necessary knowledge, skills, and abilities to perform all the duties described in this job announcement.
  2. Ability to design, run, and review hydrologic models, while synthesizing outputs for both technical and policy review.
  3. Minimum three years of increasingly responsible work that is applicable to the primary job functions of this position.
  4. Demonstrated experience working successfully in interdisciplinary technical teams in highly dynamic and performance based team and committee environments.
  5. Comprehensive knowledge of the Salish Sea ecosystem functions as it relates to watershed (fish) and riparian and upland (forestry) habitats, with an understanding or experience with tribal fish and wildlife management issues. Particular knowledge of Pacific Northwest native vegetative communities desired.
  6. Demonstrated capacities to collect, manage GIS datasets, and conduct GIS analysis. Working experience designing, implementing, and analyzing field data research projects.
  7. Experience with ESA habitat consultation and permitting, familiar with Army Corp permits, and the Clean Water Act. Working experience with the WA State’s HPA program, Forest Practice Act, and Shoreline Management Act. Must be familiar with both the NEPA and SEPA processes, and other processes and laws that effect fish habitat.
  8. Experience in preparing state, federal grants or contract applications to secure project funding. Ability to communicate clearly in written and oral form and demonstrated good public speaking skills. Experience preparing technical reports and presentations.
  9. Must be able to bend, reach, kneel, twist and grab items while working in the field, and be able to lift 80 lbs. Must be willing and able to work non-traditional schedules, including nights, weekends and holidays. Willingness to work in the field environments under a variety of climate conditions.
  10. Must be able to successfully resolve conflicts in the conduct of work activities with coworkers and stakeholders.
  11. Must be able to maintain confidentiality of information and be willing to sign a confidentiality/non-disclosure agreement.
  12. Must be respectful and sensitive to the values and culture of the Upper Skagit Indian Tribe.
  13. Must pass a pre-employment drug test and comply with the Tribe’s Substance Abuse Policy including random drug screening.
  14. Must pass a background check including a criminal background check.
  15. Must have a valid Washington State Driver’s License and be insurable under the Tribe’s motor vehicle insurance policy.
