Job Summary

Clark County is seeking an organized individual with experience in leading the development and evaluation of meaningful and effective public outreach and education to coordinate the activities of the Green Neighbors program. This position will be responsible for leading outreach and education projects and activities targeting behavior change relating to natural resource consumption, waste reduction, and recycling.

This position is represented by Local 17- Professional and Technical Employees.

Qualifications

MINIMUM QUALIFICATIONS:

Four (4) year degree with major coursework in communications, education, public administration, marketing, environmental science, or related field and two (2) years of experience working with the public in areas related to environmental impacts, community education, community organization, or public relations. On a year‑for‑year basis, any combination of relevant education and experience may be substituted for educational requirements.  Strong, demonstrated experience in social marketing, community outreach and project management – including projects involving a large number of internal and external stakeholders, multiple phases, and large numbers of volunteers and team members.

  • Experience effectively planning, organizing, and prioritizing work to complete tasks within prescribed time frames with attention to details and deadlines.
  • Demonstrated experience in successfully developing and implementing education programs and campaigns targeting behavior change, including various traditional and social media strategies.
  • Experience engaging residents in meaningful interactions through events and activities.
  • Ability to communicate and work effectively with individuals and groups in the community and in the workplace.
  • Effective written and oral communications skills.
  • Ability to develop and present information effectively and in a variety of settings including media, presentations, displays, reports, letters, memos and other outreach using a variety of software; Microsoft Office Suite (MS Word, Excel, and PowerPoint) essential; Adobe programs such as InDesign, Photoshop; Arcview GIS; and Web programs such as Drupal, Joomla preferred.
  • Experience and knowledge of how to motivate people to participate in environmental programs.
  • Ability to plan, organize, and manage several concurrent projects or tasks.
  • Ability to adapt quickly to unanticipated changes in priorities and timelines.
  • Effectively contribute to a multidisciplinary team of environmental professionals.
  • Demonstrated experience with program evaluation and data management; ability to interpret and explain complex and/or technical policies with clarity to a variety of audiences.
  • Ability to maintain professional composure when dealing with difficult individuals or contentious issues.
  • Experience researching and preparing grant proposals and administer grant funds.
  • Knowledge of the principles and practices of public information and involvement.
  • Familiarity with the methods of preparation and presentation of written and oral reports.
  • Familiarity with regulatory and legislative requirements
  • Experience using social and electronic media.
  • Experience in public relations, marketing and branding principles and techniques.
  • Knowledge of the practices used to evaluate effectiveness of education and outreach programs.
  • Experience with community organization.
  • Knowledge of the local government role in advancing waste reduction
    Possess a valid driver’s license, vehicle insurance, and has access to reliable transportation.
  • Must adhere to the department employee immunity policy and provide documents as requested.
  • Finalist must successfully pass a criminal background check as required by RCW 43.43.830.

Must be able to understand and promote the public health mission of the department; provide courteous, respectful, efficient customer service to all department clients; honor diversity of all department employees and constituents; Participate in department training; strive for personal excellence in public health work; establish effective working relationships with staff, governmental agencies, community and business groups, and the general public; apply understanding and knowledge of cultural differences and similarities when working with diverse populations; respond to public health emergencies or exercises at any time, except while on scheduled vacation or other leave.  In addition, leaves may be cancelled under public health emergencies. Must protect the privacy and security of protected health information as defined in State and Federal law; adhere to OSHA/WISHA guidelines, including but not limited to timely completion of mandatory training.

Examples of Duties

  • Develop, implement and evaluate education programs, marketing, and campaigns targeting behavior change, including various traditional and social media strategies.
  • Explain complex ideas, information and systems appropriately to a wide variety of audience.
  • Engage residents in meaningful interactions through events and activities.
  • Project management, including managing concurrent projects with multiple stakeholders; and program evaluation and measurement.
  • Provide vision and leadership in the implementation of existing and development of new Green Neighbor’s programs, events, and projects.
  • Apply social marketing and behavior change theory as appropriate to develop specific outreach and communication strategies to identify and reach target groups to promote participation and awareness.
  • Develop work plans, timelines, and resource allocations for assigned projects and grants.  Monitor progress to ensure objectives are met.
  • Evaluate program effectiveness and identify methods to improve programs and build public awareness.
  • Consider multiple variables and sources of data in prioritizing work and program goals, including but not limited to the current and planned solid waste management systems, grant and funding requirements, identified community needs, political climate, solid waste management plan, and other data and research.
  • Conduct research and identify emerging and changing issues impacting program and make recommendations to management for improvements.
  • Collaborate with other county departments and external partners for integrated program development and outreach.
  • Recruit, train, mentor, and supervise volunteers and interns.
  • Design/develop newsletters, videos, brochures, web content and other outreach activities to effectively meet environmental needs.
  • Plan, conduct and direct meetings, collection events, fairs, tours, workshops, technical assistance, field investigations, trainings, festivals and other outreach activities.
  • Work with area community agencies, organizations, and groups in the development of outreach strategies, community resources, partnerships and volunteer coordination to include attending and facilitating meetings.
  • Participate in research and development of grant applications, budgeting, policy, planning, data collection, analysis and reporting.
  • Organize and maintain records, produce documents, and interpret results.
  • Organizational responsibilities include understanding and promoting the public health department mission; providing courteous, respectful, efficient customer service to all residents and clients; honoring diversity of all; participating in department training; and striving for personal excellence in public health work.
  • Perform other duties as assigned.

Salary Grade

Local 17 Engineers.208 ($27.58 – $35.14) per hour
