The Washington State Department of Transportation (WSDOT) is seeking a highly qualified candidate to fill the vacancy of Highway Performance Monitoring System and Functional Classification Manager – Transportation Planning Specialist 5 (In-Training) in Tumwater, WA. As the supervisor and program manager for WSDOT’s Highway Performance Monitoring System (HPMS) and Functional Classification (FC) Program, you will work with the Federal Highway Administration (FHWA) to compile, validate, and submit required roadway data that is the basis for WSDOT’s annual federal funding. You will also work with WSDOT staff, metropolitan planning organizations, and local agencies who are also required to meet federally required roadway performance management goals. WSDOT’s HPMS and FC Program involve complex GIS data products which encompass Washington State’s entire public road network. You will have an opportunity to help implement emerging federal innovations in GIS-based roadway data reporting.
The Transportation Data, GIS & Modeling Office (TDGMO), supports the maintenance, preservation and operation of the Washington State transportation system by providing customers with timely, accurate and reliable roadway, traffic, and collision data. We collect, process, analyze and report data for over 7,000 miles of state routes and over 80,000 miles of public roads. We deliver specialized GIS products and services in support of business operations throughout WSDOT.

Note: This is an in-training position that offers a career path and on-the-job training. This position allows you to progress through the Transportation Planning Specialist field, and achieve the goal class of a Transportation Planning Specialist 5. Candidates will be considered as a Transportation Planning Specialist 4 or 5, depending on their qualifications. The salary levels for each are:
Transportation Planning Specialist 4 – $65,292 – $87,792 annually, depending on qualifications.
Transportation Planning Specialist 5 – $72,036 – $96,912 annually, depending on qualifications.
This position will perform the following work:
- Direct and participate in the collection and processing of HPMS roadway and traffic data from local agencies, WSDOT, and other state and federal agencies in order to create/steward GIS data products. This includes determination of scope, completion dates and budget management.
- Perform required analyses to ensure these data accurately represent Washington’s annual roadway and traffic conditions.
- Provide liaison, consulting, and interpretation for FHWA and other agencies in all matters concerning the HPMS and FC programs including reporting requirements and federal funding relationships.
- Continuously monitor potential shifts in federal requirements and devise process improvements towards exceeding those requirements.
- Develop and advance the underlying spatial and tabular data structures and software resources in order to maximize the benefits of the HPMS and FC data products while minimizing the effort to deliver them (with particular emphasis on GIS-based environments).
- Establish and maintain business relationships with consumers of and contributors to HPMS and FC data products.
- Supervise two staff positions: complete performance management plans and evaluations, guide professional skills development, conduct team meetings to communicate agency, division and office goals and priorities and to cover safety concerns and procedures.
The requirements for this position at the TPS5 level are (acceptable TPS4 level thresholds are in parenthesis):
- A Bachelor’s degree involving major study in transportation, planning, data sciences, geography/GIS or a closely related field. An additional five (four) contiguous and current years of experience working in an HPMS program using GIS LRS technology may substitute for a formal educational degree.
- Five (four) years professional transportation experience involving GIS analysis.
- A minimum of five (four) years of current experience working with complex spatial and tabular LRS data with the Esri software suite.
- A minimum of one year (met during training period) current and contiguous experience creating, maintaining, and testing HPMS and FC data products using ArcGIS.
- Three (two) years of experience with WSDOT’s standard desktop applications i.e., Microsoft Office’s Excel, Access, Word.
- Knowledge, skills, and ability to develop methods and procedures to effectively manage and perform the federal requirements of HPMS, FC and related programs (NHS, SPR) for Washington State.
- Knowledge and ability to successfully establish and perform program Q&A to satisfy FHWA oversight.
- Knowledge and ability necessary to develop credible business relationships with other departmental and external programs in order to sustain WSDOT HPMS and FC programs.
- Ability to prepare WSDOT HPMS data for input into the Federal HPMS software and to manage and submit the data using the current version of the HPMS software.
