Position: Monitoring and Evaluation Officer, Women and Water (W+W) Project

Grade: G

Reports to: Knowledge Management, Monitoring, Learning and Evaluation Expert (KMLE), Women + Water Project

Location: Yavatmal, Maharashtra

Job Summary:

Women and Water program (W+W) is a Global Development Alliance with GAP Inc supported by the U.S. Agency for International Development (USAID). The shared alliance goal is to achieve transformational change across the apparel value chain, leading to better economic, societal, and environmental outcomes for women in communities touched by the apparel industry.

CARE India will activate women’s self-efficacy and advancement through P.A.C.E (Personal Advancement and Career Enhancement) expansion and develop WASH Champions who will play a part in accelerating women’s access to sustainable WASH assets and services.

CARE India will impart P.A.C.E. education to 200,000 women from poor households over a 48-month period spread over five-years. The project will be implemented in two locations, one of which will be in the Indian State of Maharashtra, in villages with a preponderance of cotton farming and/or textile/garment units. Women residents in clusters and communities which house workers who play a role in Gap Inc.’s supply chain will be preferentially targeted.

The Monitoring and Evaluation Officer (MEO) will be responsible for monitoring and evaluating operations on the field in an assigned geography. The key performance parameters for the MEO are:

a. Populate and manage Project MIS (both quantitative and process monitoring) to document CARE India reaching and training 200,000 women in P.A.C.E., with at least 80% graduating (defined as women who are attending at least 70% of the PACE program hours for each module)
b. Assist the KMLE to ensure field alignment between CARE India and the project with the Monitoring, Evaluation, Research and Learning (MERL) Strategy and Framework of W+W and feed in quality data in a timely manner to agreed Alliance software
c. Conduct regular field monitoring, evaluations and trainee pre-/post evaluations
d. Support the KMLE in P.A.C.E. module and Teaching Learning Material design and printing in local knowledge and aligned to local context, and in the required numbers
e. Undertake field activities associated with Gender Analysis, village/cluster and SHG mapping in two locations (one of which will be in Maharashtra) accomplished as per timeline
f. Working within specified geography – lead process documentation of P.A.C.E. expansion – ongoing and updated
g. Collect data to develop and update a Compendium of WASH Schemes
h. Compile development of 20 Stories of Change and at least 5 Knowledge documents based on project experience for finalization by the KMLE
i. Timely draft and submit narrative and quantitative reports to KMLE

Key Responsibilities:

Monitoring and Evaluation:

a) Conduct pre-and post-evaluation of P.A.C.E participants as per approved checklist and context specific appraisal protocols of P.A.C.E
b) Follow and implement process document for all initiatives including video documentation, profile PACE participants, learning groups and WASH champions etc.
c) Support KMLE Expert and SBCC Expert with field feedback in customization and site-specific adaptation/ translation of all modules in local language
d) Conduct field review for field functionaries in coordination with KMLE
e) Support Field Coordinators / Master Trainers adapt to local situation, including identification of variances and bringing them to the notice of the KMLE, and bring synergy in content and delivery of PACE with the trainers on the ground with minimal transit loss for training effectiveness
f) Work with project field staff of partner institutions and other stakeholders
g) Evaluate Learning Groups on an on-going basis in specified clusters
h) Catalogue session-wise training assessment, and conduct regular monitoring of program to provide necessary inputs for program decision making
i) Document case studies, best practices and collect testimonies, field reports and program performance data
j) Establish, maintain and modify MIS for the project at all levels including sub grantee level reporting and review mechanism – including IT systems/ app developed for reporting, and point out issues and glitches to KMLE
k) Support KMLE Team Leader in reporting internally and externally including periodically to donor and representation in conference and webinars
l) Undertake any other activities as desired by the KMLE, under the mandate of the project

Learning and Dissemination for Replication and Scale:

a) Coordinate and provide necessary field support to research and learning initiatives in the program, including action research and pilot initiatives
b) Support a learning environment leading to evidence based advocacy and programming
c) Share learning through blogs and success stories

Program Implementation:

a) Support the Team Leader in overall management and development of the project MEL
b) Provide timely inputs to technical experts on the performance and progress on various interventions
c) Ensure access to and use of information, including key programmatic and financial information for Team Leader’s decision making

Baseline/Endline Studies and Impact Assessment:

• Support the designing of baseline and end line studies and co-ordinate their conduct through external agencies
• Provide project-related data and information (including impact data) as required for the KMLE and the organization

Emergency Response:

a) Attend emergency training program organized by CARE and familiarize with CARE emergency response protocols and procedure
b) Be willing to be part of emergency response roster and ready to support CARE emergency efforts in all possible capacities
c) Be available to be deployed in any emergency response location in short notice of time, if included in Emergency Roster

Qualification & Experience:

• A Post Graduate in statistics/economics/demography/computer Science/Database Management and any other relevant field; a Graduate in any of these fields, with more than five years of core monitoring and evaluation experience may also be considered
• Minimum 4 years of proven field work experience in development projects in a monitoring and evaluation co-ordination role, preferably in Maharashtra and in a Hindi speaking State / District level
• Thematic experience on SHG programming and/or water and WASH and/or on current trends and issues related to working women with focus on cotton growing, milling, textile and garment clusters will be a definite plus
