SALARY

$39,000-$42,000 annually, plus fringe benefits. Salary will be commensurate with qualifications of the appointee.

POSITION OVERVIEW

The CNMI Division of Coastal Resources Management (DCRM) is seeking to hire a full-time(40hrs/week) Coastal Resources Planner III in the Planning Section of DCRM. Under the direct supervision of the DCRM Director, the employee will take a lead role in the planning and implementation of projects funded through the National Oceanic and Atmospheric Administration’s Coastal Zone Management Program. Projects will focus on preserving wetlands, addressing coastal hazards, enhancing public shoreline access, mitigating marine debris, special area management planning, assessing cumulative and secondary impacts, adapting to climate change, and facilitating sustainable aquaculture. The Planner III will be a key resource in both intra-agency and interagency coordination, and will work within DCRM to build synergy among planning projects, coastal zone permitting operations, outreach and education efforts, and coral reef conservation work. United States citizenship or lawful permanent resident status is required.

DUTIES AND RESPONSIBILITIES

Coordinate DCRM planning efforts in the CNMI, including monitoring, tracking, and evaluation of all ongoing projects under the purview of DCRM’s Planning Section;

Identify and execute grant writing efforts within the Planning Section, and explore additional funding opportunities to support enhancement of the CNMI Coastal Zone;

Coordinate DCRM planning activities with relevant CNMI, regional, and federal partners, including state government agencies, local and international NGOs, NOAA, and a diverse network of researchers and resource managers throughout the Pacific Islands;

Assist with technical review and comment on permit applications, including analysis of potential impacts on wetlands, coastal hazards, public access, marine debris, special management

planning, ocean resources, cumulative and secondary impacts, climate change, energy and government facility siting, and aquaculture;

Participate in climate change adaptation planning and strategy development both within DCRM, and in coordination with the CNMI Government and relevant stakeholders;

Lead coastal and marine spatial planning efforts in the CNMI, including ongoing implementation of the Saipan Lagoon Use Management Plan.

Provide broad support to the DCRM Agency Board, including review/comments on major siting permits, and facilitating trainings and retreats as needed;

Attend trainings and meetings to support planning, permitting, federal consistency, and other related duties, and cross-train coworkers on lessons learned as applicable;

Take a lead role in reviewing proposed federal activities in the CNMI’s Coastal Zone, and provide reviews and analysis for federal consistency determinations, including formal responses to federal agencies evaluating compatibility between agency activities and CNMI coastal zone regulations.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s Degree in Natural Resources, Environmental Science, Land Use Planning, Geography, Geology or similar field with a minimum of five

(5)years of professional experience in work relevant to this position such as: natural resources management, environmental planning, forestry and fisheries, or environmental engineering.

A Master’s Degree or higher in one of the above fields may substitute for up to two years of the required professional experience.

PREFERRED QUALIFICATIONS

Excellent communication skills, both verbal and written;

Excellent time management skills;

Advanced computer skills, including competency with MS Office suite, data management software, and familiarity with geographic information systems;

Excellent writing, presentation, and public relations skills including experience in communicating with the public and media;

Experience engaging and collaborating with diverse groups and stakeholders, including private entities, government agencies, and non-profit organizations;

Experience facilitating collaborative meetings and leading standing or ad-hoc working groups

Experience in managing multiple projects and delivering products and results in a timely fashion;

CNMI driver’s license.
