Dependent on classification tier, performs entry level to advanced Computer Aided Design and Drafting (CAAD) and electronic database management functions including: collection, management, and archiving field data; manipulating and maintaining electronic databases of engineering information; creating and editing moderately complex construction plan sets for in-house designs; creating and editing infrastructure utility maps and figures; and creating and editing standard detail drawings. Operates various civil engineering drafting and modeling software.  Familiarity with Cartegraph, the City’s asset management system, is preferred.  The Engineering Technician is also available as needed to assist other staff with surveying, inspections, or special projects.

This position reports directly to the City Engineer and may occasionally report to other management staff or a lead worker on special projects.

ESSENTIAL JOB FUNCTIONS
The following tasks are representative and are not to be considered all-inclusive.

  • Operates CAD and GIS software to prepare, update, and reproduce electronic drawings, illustrative graphics, and maps of water, sewer, stormwater, and transportation systems.
  • Prepares, edits, formats, and reproduces construction plans under Professional Engineering supervision, including typical drawings, detailed drawings, site plans, and cross-sections.
  • Gathers field data using GPS and other field equipment and converts field data to useful maps. Reviews and interprets plans and site layouts.
  • Conducts field and office research to collect, verify, and archive engineering reports, drawings, and other engineering-related mapping data.
  • Maintains electronic and hard copy engineering files, including plans, surveys, maps, as-built drawing archive, and other data related to engineering projects; prepares updates, reproduces, and distributes maps, data, spreadsheets, figures, drawings, and other information; facilitates and coordinates information transfer from Engineering to GIS.
  • Coordinates CAD infrastructure data transfer to GIS platform.
  • Performs a variety of technical duties to support other City staff, including: assisting staff with research, field data collection, analysis and verification of legal descriptions, and other engineering support duties and drafting work as assigned. Enters, organizes, and maintains a variety of engineering data, including utility easements, Right of Way maps, and stormwater, sanitary sewer, and water system components.
  • Assigns addresses and maintains property database; coordinates with City departments, other government agencies, private utilities, and the Local Update of Census Address (LUCA) program.
  • Operates utility modeling software.
  • Reviews and analyzes engineering surveys and as-built drawing submittals for accuracy and City required formatting.
  • Makes standard engineering calculations involving slope, angles, elevation, area, volume, and flow relating water, storm, sewer and sanitary pipe placement and transportation system components.
  • Researches and responds to requests for information by the general public, contractors, engineers, architects, and other public or utility organizations as assigned; explains construction standards, drawing formats, as-built formats, and other engineering department protocols to co-workers, field crews, citizens, consultants, and others to facilitate adherence to City Standards.

Coordinate and perform other projects, functions, and tasks, as assigned.

Education & Experience: Requires an Associate’s of Science in Civil Engineering, Engineering Technology, or Computer Aided Drafting and Design, and a minimum of three (3) years of related experience

– OR –

An equivalent combination of education and experience.

Required Certifications/Licenses: Requires a valid driver license. AutoCAD Certification in Civil 3D and AutoCAD Map preferred.  Certificate in GIS from an accredited institution preferred.

To qualify for Engineering Technician III
Education & Experience: Requires an Associate’s of Science in Civil Engineering, Engineering Technology, or Computer Aided Drafting and Design, and a minimum of six (6) years of related experience

An equivalent combination of education and experience.

Required Certifications/Licenses: Requires a valid driver license and AutoCAD Certification in Civil 3D and AutoCAD Map.  Certificate in GIS from an accredited institution required.
