POSITION SUMMARY:

Under the direction of the GIS Supervisor, or designee, performs advanced technical and administrative work in the use of Geographic Information Systems (GIS). Primary responsibilities are to provide development, maintenance, analysis, queries, reports, maps, graphics, data collection, support and training relating to City-wide GIS databases and workflows.

The work performed by this class requires incumbents to apply professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate supervisory review. Incumbents operate independently and select appropriate methods to accomplish project assignments.

EXAMPLES OF JOB DUTIES:

1.Provides technical and administrative assistance for the GIS department using GIS equipment, software, data and products.

2.Creates and edits GIS spatial and attribute data stored in SQL Server and ArcGIS Online databases. Creates metadata for GIS databases.

3.Performs programming and development of cross-platform, multi-function, interactive applications involving graphical interfaces for multiple end-users.

4.Designs and produces computer-generated maps, reports, exhibits or graphic displays to professional standards.

5.Provides technical input and assistance in development of GIS databases and methods. Develops and documents GIS and other technical procedures.

6.Converts records drawings to GIS. Maintains record drawing tracking system and pdf files. Researches and verifies accuracy and completeness of GIS utility databases.

7.Collects field data using mapping or survey grade GPS. Trains and assists others in use of GPS equipment.

8.Provides information regarding city utilities, using record drawings and the city’s GIS information, to the public, design engineers, and consultants via telephone, email, or at the customer service counter.

9.May provide support in addressing, asset management system, implementation and maintenance, and record retention.

10.Provides training, instruction and feedback to GIS users from other departments. May assist in scheduling assigned tasks to ensure accomplishment of functions in a timely manner.

11.Assists city departments in defining needs and developing GIS applications. Works with city departments to coordinate mapping and database needs for proposed projects to resolve problems.

12.Maintains records of completed assignments.

QUALIFICATIONS:

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Two years of experience performing a variety of the essential job duties.

Bachelor’s degree in geographic information systems, computer science, engineering, geography, earth sciences, or related degree with specific training in GIS technology.

GIS certification preferred.

Knowledge of the principles and practices of GIS database design, implementation, maintenance and analysis.

Knowledge of current GIS technologies and trends; and GIS web applications.

Ability to use programming languages common to ESRI software (SQL, Python).

Ability to effectively use all GIS hardware and peripherals proficiently, including related software applications that support the GIS function including ESRI software; learn new software or techniques to complete assigned tasks.

Ability to configure, operate, and maintain survey-grade GPS equipment.

Ability to read utility construction drawings.

Knowledge of AutoCAD civil layering standards.

Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.

Work is performed mostly in an office environment with some time spent outside in the field in a variety of weather conditions. While in the field, the employee must stand or walk on variable surfaces including hard, even surfaces and uneven ground, as well as sloped embankments.

Employee occasionally works in the right of way or construction sites and may be exposed to physical hazards such as moving traffic and heavy construction equipment. The employee is occasionally exposed to fumes or airborne particles. Indoors, the noise level is usually moderate; outdoors, the noise level may be moderate to loud.
