The Toxics Cleanup Program (TCP) is looking to fill a Formal Cleanup Project Manager/ Senior Hydrogeologist 4 position. The position will be located in our Southwest Regional Office (SWRO) in Lacey, WA.
The Formal Cleanup Project Manager position serves as a formal site manager/ senior hydrogeologist with the primary responsibility of managing and guiding the cleanup of contaminated sites through the cleanup process in accordance with the Model Toxics Control Act (MTCA) regulation. Additionally, this position provides technical assistance and guidance on hydrogeologic analyses and technical issues involving ground water, the unsaturated zone, sediments and/or surface water investigations, feasibility studies, and cleanup actions at formal sites within multiple counties of the Southwest Region. This position ensures formal sites meet the substantive requirements of the MTCA and thus support the Clean Up Sites goal in the Toxics Cleanup Program’s strategic plan.

Duties
The Formal Cleanup Project Manager position evaluates complex hydrogeologic data and other scientific information submitted by others and compares the environmental data with our environmental laws for compliance. It involves shepherding potential liable parties (PLPs) of contaminated property through the environmental cleanup process. It requires a thorough understanding of our laws, attention to detail, good project management skills and the ability to effectively communicate with all parties involved.
Additional Information:
- The successful candidate would be a section expert on hydrogeologic issues and be asked to provide opinions regarding complex hydrogeologic data for sites managed by others in the section.
- The successful candidate for this position needs to be able ensure compliance with our regulations, sometimes with difficult PLPs.

About the program staff:
The Toxics Cleanup Program is very supportive and there is a lot of collaboration amongst the staff and managers in the program.

Qualifications
Required Qualifications:
A Bachelor’s degree involving a major study in hydrogeology, hydrology, geology, or closely allied field
AND
Five (5) years of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession at the Hydrogeologist 3 level, higher or equivalent.
A Master’s degree with a major study in hydrogeology, hydrology, geology, or closely allied field will substitute for two (2) years of experience.
A Ph.D. will substitute for three (3) years of experience if major research was in hydrogeology, hydrology, geology, or closely allied field.
NOTE: This position also requires possession of a valid Washington State Hydrogeologist license.
AND
Verification of completion of an Initial 40-hour hazardous materials training or the ability to successfully complete the training within the first six months of employment, followed by successful completion of an annual 8-hour refresher.
The experience at the Hydrogeologist 3 level can include a combination of the following: 1) Plans and conducts professional investigations and provides comprehensive hydrogeologic services to other sections, programs, or regional offices in the department; 2) Applies state-of-the-art theories and practices of hydrogeology in: review of major ground water and surface water development projects; hydrogeologic research; complex investigations of water right conflicts; development and use of computer models to analyze site specific concerns; water quality and contamination problems; and administration of the Water Code, Ground Water Quality Standards, Waste Regulations, or related State and Federal laws and regulations; consults with management personnel to define project goals and objectives; 3) Reviews and prepares letters, memos, technical reports and bulletins; 4) Testifies as an expert witness in court or administrative hearings; 5) Trains other staff in hydrogeologic research and investigative techniques; 6) Attends and participates in professional or scientific meetings, conferences, and seminars; 7) Plans and conducts ground or surface water studies such as: regional geologic mapping of aquifers, basins, and watersheds; identifies and maps geologic formations and their hydrogeologic and hydraulic characteristics; determines rate and extent of ground water mining; investigates complaints of interference and protection of water rights; provides project leadership for collection of data on depth to ground water, well yields, and the extent of ground water contamination; designs and evaluates technical adequacy of ground water monitoring networks; determines effects of ground water withdrawals on surface water; estimates fresh water inflows, tidal effects, wind wave analysis, and long-shore drift for estuaries and coastal environments; determines hydrogeologic relationships in migration and accumulation of contaminants; conducts advanced hydrogeologic analysis including modeling flow systems, and contaminant migration; conducts surface and ground water supply studies, storage estimates, artificial recharge studies, and special studies for waste sites; 8) Provides professional implementation and enforcement of state laws and regulations.
Special Requirements/Conditions of Employment:
- A valid Driver’s License.
- Possession of a valid Washington State Hydrogeologist license.
