We are seeking candidates for both Capital Project Manager (CPM) I and II level positions who have technical experience in the following fields: Engineering, Architecture, Construction Management, Environmental Design and/or Landscape Architecture. These positions will provide support in the management of multiple projects and consultants in the design, permitting, and construction of small, medium to large capital projects, and will provide technical assistance to other project leads.  We are seeking individuals who are highly engaged, focused, and collaborative with strong project management and communication skills to support our growing team.  Ideal candidates will be can-do, results-oriented, creative and organized team players who can focus their talents on the delivery of our capital projects.

Capital Project Manager I is the first (entry) level within a four level classification series. Incumbents perform work on a semi-independent basis in the area of project management, engineering support, design and construction management responsibilities under the guidance of a lead or supervisor.

Capital Project Manager II is distinguished from the Capital Project Manager I in that incumbents in this classification independently perform higher journey level capital project management responsibilities under general direction and/or instruction.

Key Deliverables for CPM I and II:

  • Under the direction of senior level staff, perform project management functions such as development and/or review of plans, specifications, and estimates for projects in area of expertise, and construction, maintenance and compliance inspections.
  • Assist in the review of contract submittals and maintain documentation records for projects.
  • Interpret and apply applicable Federal, State, and local laws and regulations.
  • Conduct surveys and operate data collectors and perform survey calculations.
  • Investigate conditions for projects and determine appropriate codes and requirements that are relevant to the project. Investigate complaints or inquiries.
  • Develop bid specifications and solicit bids for assigned work assignments.
  • Conduct field inspections to assess system function and design; prepare work orders to correct defects and deficiencies.
  • Assist in the preparation of project scope of work, budget and schedule.
  • Assist in the preparation and application for permits for projects.
  • Review and evaluate permit application and/or variances as assigned.
  • Evaluate and analyze environmental documents or participate in the preparation of these documents.
  • Work independently in the office and field with minimal supervision.
  • Perform other duties as assigned.

Additional deliverables for CPM II

  • Act as journey level project manager for assigned projects. Initiate and/or review and approve revisions for assigned projects in consultation with higher level staff.
  • Perform a broader scope of analytical design, permitting, engineering, and/or construction inspection and management work.
  • Research and evaluate projects with more complex issues including but not limited to: engineering, design, contract documents, geotechnical, environmental data and/or environmental remediation reports prepared by external sources to determine compliance with County requirements;
  • Review and accept plans and specifications for construction in consultation with higher level staff.
  • Accept a higher level of independent work and additional responsibility in relevant areas of technical knowledge and abilities.

The most competitive candidates will have a degree in architecture, landscape architecture, engineering, construction management, or environmental design, and/or any equivalent combination of education and experience demonstrating a broad fundamental understanding and technical knowledge and exposure in one or more of the areas of expertise in the areas listed above. They will also have experience in the following areas:

  • Ability to relate standards, codes, public rules, and ordinances to observed building and/or site conditions.
  • Strong graphic presentation and technical writing skills.
  • Experience or desire to learn with drafting techniques using manual or Computer Aided Design (CAD) and Civil3D. systems.
  • Skill in reading and interpreting building or engineering plans and reports.
  • Knowledge and use of Geographical Information Systems (GIS).
  • Data collection skills.
  • Strong verbal and written communication with the ability to convey technical information to a variety of audiences.
  • Ability to perform field work and negotiate rough terrain in all types of weather.
  • Exhibit and support a culture of superior customer service, equity and inclusiveness within the guidelines of our organization.
  • Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes.
  • Skill in working effectively and cooperatively with a variety of individuals from diverse backgrounds.

Additional Job Requirements for CPM II (Journey Level):

  • Two years or more of progressively responsible experience and equivalent combination of education and experience demonstrating knowledge and application of project management, design, permitting and construction of capital projects.
  • Timely decision-maker who is focused on project delivery.
  • Comprehensive understanding and use of problem-solving skills and techniques.
  • Demonstrated skill in preparing, reading and interpreting plans, specifications, technical maps and other building and engineering documents or reports.
  • Ability to research and interpret applicable codes, policies and regulations.
  • Knowledge of scheduling techniques and ability to meet deadlines with frequently changing priorities.
  • Strong design and analytical skills.
  • Ability to use software to analyze and resolve problems.
  • Demonstrated ability to handle politically sensitive issues or stressful situations.
  • Demonstrated ability to understand and use standards, codes, regulations and permit conditions.
